“Dosja Nano” at customs

5,000 copies blocked BORDER / At the Bllata crossing, books coming from Bulgaria are stopped ARMAND MERO TIRANË — A book dedicated to Fatos Nano has been blocked at the border crossing of Bllata in Peshkopi. “Dosja Nano”, as the book published by the Voskopoja publishing house in Tirana is titled, was stopped a few days ago by customs officials while coming from Sofia, Bulgaria, where it had been printed. So far, the reason for this blockade is unknown — there are about 5,000 copies of the book stranded, and law-enforcement authorities have prevented the official escort from transporting them to Tirana, where the book, according to the author, was to “go out onto the free-selling market” on its own. “Dosja Nano” was published in customs format at the Bllata customs office at the end of last week. According to the book’s authors, the shipment consisted entirely of copies printed to their order at the General Polygraphic Enterprise of Sofia. “This is for a very simple reason,” Timi Nika, co-author with Eduard Marin and owner of the Voskopoja Publishing House, explains to Gazeta Shqiptare, “because, although it may seem paradoxical, it is more convenient for us to print books in Bulgaria than here in Albania.” The whole batch had been loaded onto a truck-trailer, which in addition to the books also carried a load of glass. The routine customs inspection was ordered by the customs officers of Bllata, who also took the same care with the quantity of books and decided to block them. The reasons for this action remain unclear, and it is not known whether it was done because of missing transport documents for “Dosja Nano” as merchandise or for some other reason. “So far I have received no official communication about the reasons for this decision,” says Nika. “I can only say that the books were accompanied by proper documentation.” “Dosja Nano” is no longer at Bllata but at the Kafasan customs office in Tirana. “Dosja Nano” is in fact a compilation of various documents — newspaper articles, correspondence from the last social prison, a ministry of his as well as several letters that Nano’s wife received from various public figures — which were published and written from the day when Blerim Çela, chairman of the State Control Commission, declared “the Nano Case” in Parliament, until the day when the socialist leader appeared as a defendant in the court of first instance. "DOSJA NANO" E.I.B. ‘VOSKOPOJA’ Tirana, 1994 OUTSIDE THE DOSSIER One can never say that I am not asking myself. “Why am I asking, NANO?” But I am not, nor since 1992 has such a dossier existed. If the book had not had...? The first government of the Democratic Party also tried, yes, it also attempted with 100 documents. In the events of 22 March 1992 the socialists wanted. The government erased the electoral governments and dirtied them. Naturally they say that in some electoral areas, although it can prove [the fault?], the case, their positivism, socialists together with Fatos Nano have suffered in depth. After the trial Fahrudin Hoxha returns home free

Sentenced only to one year suspended The trial of the former minister comes to an end TIRANË — “I asked for acquittal.” Fahrudin Hoxha, former Chairman of the Committee for Economic Cooperation with Foreign Countries and Minister attached to the Council of Ministers, is concluding his trial for Gazeta Shqiptare, a few moments after the decision of the Tirana Court. In particular, as the court outcome was similar, the Judicial Panel — chaired by [?!] Toka — decided to declare Hoxha guilty of “abuse of office” and sentence him to one year of conditional imprisonment, within two years. Thus, after 10 months in prison and under house arrest, Fahrudin Hoxha finally returns free to his home. Initially denounced by the State Control Commission, which attributed to Hoxha responsibility for “the organization and conclusion of illegal agreements for the development of the activities of ‘Iliria Holding’ S.A. in Albania”, he was never initially charged by the Tirana Prosecutor’s Office. In response to the accusations of the State Control Commission, previously on TV, and also in a press response, Hoxha had denied everything — even with documents — regarding the Sedi case. But after many months of lengthy investigations, Hoxha’s dossier — initially attached to that of the “aid scandal” — was classified as “abuse of office” and ultimately the investigative body accused him only of a specific episode, namely an agreement through which the Committee for Economic Cooperation with Foreign Countries had allowed “the exercise of activity in RSSP”, the branch of the firm “Iliria Holding” S.A. Meanwhile, throughout this trial, Farudin Hoxha categorically denied the links — as alleged by the State Control Commission — with Majdën Sejdiu and his company. By presenting a series of original documents, he and his lawyer Meta made clear to the Judicial Panel that Sejdiu had not come to Albania — “for the first time and as a foreigner there” — on 11 September 1990, but earlier. They also argued that the actual appointment of Sejdiu as Executive President with signing authority of “Iliria Holding” did not correspond to the date written in the denunciation material, but to an earlier one. Nevertheless, the Court, after accepting the documents submitted by the defense and also hearing the prosecutor’s request, finally decided to declare Hoxha guilty and sentence him only to one year of conditional imprisonment, for two years. “I have not yet decided whether I will appeal this decision or not — Hoxha concludes — though today it is too early.” The building where the State Control Commission is also located Edmond Laçi

The RAI family

Tonight guests on Baudo’s program TIRANË — Tonight, an Albanian family will take part in the evening program “Tutti a casa!” (“Everyone at Home”) on RAI UNO, hosted by the famous Italian presenter Pippo Baudo. This family — selected from a joint contest organized by Italian Radio Television and Gazeta Shqiptare — will be interviewed by Baudo about various issues, mainly concerning parent-child relationships. The Xhomo family — which, as announced in the pages of Gazeta Shqiptare, is the winner of the selection — will thus be the guest of honor from Albania. “I feel very honored by this award that was given to me,” Qemal Xhomo tells Gazeta Shqiptare. What is your family like? “My family is nothing special. Husband and wife — my wife is called Jolanda — we have worked as teachers and, like many others, we are parents, devoted to raising and educating our children. And my two sons — Evaldi and Endri — are thinking about higher studies. I myself continue to be involved in teaching work and translation. As our friend Pipla says, for whom I worked for a long time as an Albanian-language translator together with a colleague who was unable to go and publish.” Something about your participation in Pippo Baudo’s program? “Since I found out that my family had won the selection announced in your newspaper, I have followed Pippo Baudo’s Saturday evening program. I had not watched it before, but this time I found it very pleasant and very clear. My wife is especially excited, also because she is going to Italy for the first time. And my two sons are interested in seeing up close everything and Italian culture in Albania.” How did you receive the news that you had won? “Everything I had anticipated, but I never thought that I would have the chance to appear in a Pippo Baudo program; that certainly had never crossed my mind. My wife is especially excited, also because she is going to Italy for the first time. Meanwhile, your newspaper and others should take such beautiful initiatives, which add a little to the appeal with which a popular public broadcast of European level comes to APV. More Alt. Afe

Appeal, 12 years again

TIRANË — “There will be no change in the PS line even after the Court of Appeal’s decision.” Immediately after the upholding of the decision handed down by the Tirana Court, Saimir Dokle — Deputy Chairman of the PS — tells Gazeta Shqiptare that “the future of the party is immediate as well. After the ruling in the Appeals Court, what was accepted for Nano today was the amount of 300,000 lek, deducted from the total sum of 72 million, which he is obliged to pay. The upholding of the 12-year prison sentence for Nano brought changes only to two of the legal charges against him. Two months were set aside, while Iko was granted 2 months. The Court of Appeal’s decision, by declaring Nano, Gjylin and Halilon guilty, did not accept their requests for acquittal. The reaction from the highest leadership of the PS this time was also harsh: “Nano’s sentence is political, so the solution will also be political,” Dokle concludes. (e.l)

The attack at the border: Tirana invites OSCE experts

Greece opposes Albania’s proposal TIRANË — Still no sign of improvement in the strained Albanian-Greek relations. On Thursday — as previously announced — the Albanian side raised its diplomatic concerns. Its permanent representative to the OSCE in Vienna has asked the European organization to send a commission of experts that would examine the evidence presented by Albania concerning the serious attack. The experts are expected in the Peshkopi area. But once again Albania has run into the Greek veto. Athens’ representative to the OSCE has considered “the sending of this commission unnecessary.” “In this way, since all decisions are taken on the basis of consensus, the Albanian proposal has been unable to gain support Meanwhile, the issue of responsibility for the attack in Peshkëpi — from which the crisis in relations also began — appears to have been forgotten by Greek diplomacy. For now, the most important issue for it is the condition of the Greek minority and its rights. While the OSCE sessions continue in Vienna, Athens’ Foreign Minister, Karolos Papulias, once again deemed unacceptable the arrest of six local leaders involved in the organization of the Greek minority in Albania, on the charge that they had links with the secret services of Athens. According to Papulias, “the positions of the Albanian government are part of a broader attempt by Tirana to terrorize the Greek minority and thereby create the conditions for this population to leave its land of origin.” Papulias also called on all legal and non-documentary means for the protection of the Greek minority in Albania. It seems that now, over the minority issue, Greece has also entered into a strong diplomatic conflict. The latest pro-Albanian statements by the spokesman of the Washington State Department have provoked anger in Athens. “There is no sufficient fact to prove that Tirana represses the Greek minority,” the American spokesman had also stated. The Greek government has now asked the American side for explanations regarding the statement made by it on Wednesday. Fotos Baxhaku

He had killed: sentenced to 25 years in prison

— Another sentence handed down by justice to punish a very serious form of crime: the killing of a human being. Citizen Arjan Palo has been sentenced to 25 years of imprisonment by the Berat district court. The reason for this sentence was precisely the criminal act committed by Palo a few months earlier. In the course of an argument, he had killed the citizen Pellumb Merko using a weapon he carried without a license. According to the decision of the Berat Court, the killer was sentenced to 25 years in prison under Article 35 of the Criminal Code, of which 18 years were for murder and another 5 years for illegal possession of a weapon.

Tirana, property dispute blocks 300 apartments

The auction announced by INSIG is suspended TIRANË — Another construction investment in Tirana has been blocked because of a property dispute. This time it concerns 300 apartments for housing that were built in value? at the point? in this case it is the Institute of Social Insurance (INSIG) which had millions of dollars that were expected to be invested. The beginnings of this case go back to 1992, when the Municipality of Tirana gave INSIG a plot of land of about a hectare for the construction of apartments near the Shoe Factory. In January 1993, the tender for the construction company was announced and, regularly, 50 local and foreign construction firms applied. But the process could not move forward. Former owners of the plot on which this investment was to be carried out have also appeared on the scene. Their categorical insistence on not allowing it has also led to the blocking of the further auction procedures. “It is simply unjustified to build on land given by the Municipality,” one of the INSIG firms tells Gazeta Shqiptare — Sal?m? — but on the other hand we must consult the former owners.” Also at INSIG have? these former owners, have received 5 thousand square meters of land as? in block? to be compensated for free. But the return of property in kind — they demand the return of the land? — which includes those designated for the construction of apartments. It has been carried out? thus in around years. On the one hand there is the Municipality, which does not give the property in the name of the former owners over the plot in Jalë, on the other hand there are the former owners who do not recognize the Municipality’s ownership over the plot. In the end the construction will remain,
