Justice fees

The Ministry of Finance is reviewing the draft Justice fees New service fees Appeals will now also have to be paid for TIRANE — Soon justice will also cost more. Fees and taxes on judicial services will therefore be higher. The proposal from the Ministry of Justice foresees numerous changes in the fee structure applied to these services. Fees for services in judicial administrations, notary offices and mortgage enforcement offices will increase on average by 5 to 10 times. The biggest increases are expected for notarial services. Thus, according to the draft, a power of attorney (general drafting) from the current 30 lekë is expected to rise to 200, while a special power of attorney from 50 to 300. Filing a lawsuit in court will also become much more expensive. These fees will range from 50 lekë to 5,000, compared with the current 50 lekë, which is now the highest fee. Changes will also be made in the way payments are calculated. In many cases, the value of the subject under review will also be taken into account. Thus, for enforcement decisions and writs of execution involving a fixed-value object, there will be a fixed price. The fee will be 10 percent for amounts and 20 percent for legal entities. In this case, court costs range from 2,000 for the second-instance appeal to 3,000 for the third instance. This measure — according to specialists — is mainly taken to prevent the unjustified flood of court cases being brought before the courts when this is not necessary. These changes — which are expected to be announced soon by the Ministry of Finance — were made in order to cover expenses that burden the work of judicial bodies. Laç, the referees in revolt

TIRANE — "We will not go to referee in Laç until the end of this season." This is how the Albanian Referees Association responded to the recent cases of violence against referees, after the emergency meeting held in the capital on Tuesday. The latest decision by Albanian football referees for the first division — appointed from all over the country — is accompanied by a very stern warning: starting this Saturday, for any incident or violence carried out by footballers or fans against referees, they will suspend the championship. For two weeks in a row, Albanian sports opinion has been troubled by the increase in episodes that are completely unacceptable not only on the green field, where the victims of football violence have been the referees Alla and Arra. The reporting of these two scandals in Albanian football had twice identified footballers from the Laç team as the protagonists. Perhaps this coincidence has now forced the referees into their extreme decision. (el.)

The charges against Skëndo now carry less weight

Judges dismiss two of the three episodes The first turning point in the millionaire’s case TIRANE — The "visit" of the Albanian millionaire, Marsel Skëndo, to his place of residence, Tirane, lasted only a few hours. Having come from the cells of Berat to attend his trial — scheduled for the first day of Tuesday — Skëndo was forced within the day to return again to Berat. But this time the matter weighs much less. The Tirana Court — through Wednesday, in a ruling — has dismissed two of the three episodes on which the Prosecutor’s Office had previously based its charges against Marsel Skëndo, considering them nonexistent. But that is not all; the President of the Trial Panel — while requesting further verification from experts regarding the remaining episode of the charge — also recommended to the Prosecutor’s Office that the arrest measure against Skëndo be changed. These were the three main episodes on which the Tirana Prosecutor’s Office had also based the charge of "forgery of official documents", which it had submitted to the Court near the end of February. The first two episodes — which the Court dismissed in the single hearing on Tuesday — concerned the documents of October 8 and 14, '91, which Skëndo had produced to the Ministry of Food in order to secure the requested permit for premises for preparing coastal Albanian food. Thus, the oral permit of Skëndo — obtained by him from the Ministry of Defence and which he had also mentioned in his requests to the Ministry of Food — was not considered by the Court to be "forgery of official documents". As for the third episode — a letter of 26 August '91, addressed to state institutions for 100 tons of cigarettes, of which, according to the investigative body, only 40 tons were found — the Court requested verification by an expert regarding the weights. Thus the trial of the Albanian millionaire Marsel Skëndo is postponed, perhaps by a week as well. Arrested on 28 October of last year, Skëndo had been isolated in the cells of Tirana Prison. After the Tirana Court also rejected his request to revoke the arrest measure, Skëndo was sent to Berat, to the cells where he is currently awaiting the final trial.
