TIRANA — Another file on Nano has been uncovered. But this time it is not the one that has begun to be used against him in the trial and which, because of it — Nano says, "it has happened to him" — he is remaining indifferent and refuses to provide explanations. The file is another one, or more precisely Nano's counter-file, with which he defended himself against the accusations of large-scale embezzlement of state property, in the role of accomplice and for falsification of other documents. Before being arrested, Nano had mentioned in an interview for Gazeta Shqiptare that he would show the judges — at the appropriate moment — the other important documents with which he contested the initial charges. But although three court hearings have now passed in the trial, in which Nano has chosen silence, it is his lawyer who is speaking of a secret and still undisclosed file. "I become convinced," the lawyer declares, that with justifying material — the lawyers Sanxhaku reveal — all the contradictions that make one think of Fatos Nano's instability. Other lawyers on Nano's files say the same. The only file at present — which had been disclosed to the Prosecutor's Office in order to draft the indictment against Nano and the other ongoing cases in the aid scandal Plak, Gjin and Hallka — has sparked rather harsh polemics between the prosecution, the defense and even the Bench itself. Despite all these uncertainties in the Nano case, at the Tirana Court it was his lawyers, but also the defendant himself, who persistently asked for time to fully study the file. While the Prosecutor's Office ensured that the Nano file had been placed at their disposal in their own interest, the other side judges — after the Court's decision not to send the case back to the Prosecutor's Office — indifference in the proceedings. And Nano's silence in the face of the charges, the President of the Bench responds to with the reading of the records made during the investigative proceedings in the cells of Tirana Prison. Meanwhile, Nano's and his lawyers' counterattack over the 3,000-page file turns into a direct accusation: "We have read only 49 pages, that is about two percent of the whole file — says lawyer Përrparim Sanxhaku — but even in so little, we managed to discover facts that lead you to think of possible manipulations, such as, for example, the record of Rrjallave Qurrit, from November in one of the first entries". A claim that of course remains to be proven.
Meanwhile, while the 3,000-page file is still in force and the court trial continues on its basis, it is revealed that Nano supposedly has an antidote in hand. About 30 times smaller, but — as Nano's lawyers state — enough to blow up the big file that is now accusing him. "I cannot specifically and in detail say what our file contains — says Sanxhaku to Gazeta Shqiptare — but it is enough to say that it represents a valuable file for established facts. OBT, the Common Market, or even the complete rules governing the procedure for aid by the Italian state to all the countries that benefit from it". But lawyer Sanxhaku agrees to say something also about the justificatory material in Nano's favor: "We have documents that cannot be widely used in the accusation, and which refer to the arrival of other quantities of goods — adds Sanxhaku — even the names of the Italian drivers who had brought the aid in different periods, the quantity of goods, value in lek, all undeclared, all the same".
In any case, so far only the large file has been put into action — that of a little over 3,000 pages — and it has already begun to be used in the public court process. While the other, declared but undisclosed file, remains a mystery. The Bench decided to work only with the material available on the table, and even the final decision refers only to that. Because Nano's mysterious file has still not been brought into play. But if the documents the defense speaks of really could exonerate the defendant, only the judges can say so again, on the day the lawyers decide to produce them.

Financial irregularities in the enterprise
A report by the State Commission denounces
TIRANA — The Commercial Bread Enterprise in Tirana has been caught up in a financial scandal. An inspection carried out by the State Control Commission has uncovered numerous irregularities in economic activities on a large scale. These concern unjustified supplies and expenditures at a time when they appear in the different accounting offices of this enterprise. Criminal complaints have already been filed for some of these abuses.
Nearly 2.5 million lek do not appear to have been received by the enterprise in its dealings with various suppliers alone. By the end of November, this amount was recorded as a debit balance, since the materials purchased and paid for to the respective suppliers — as required by the rules — were not entered into the warehouse but went directly into production or were the object of various abuses and misappropriations.
As a result of accounting irregularities, other large amounts of lek have also been lost. Thus, the value of two and 64 million units of bread supplied to citizens — who bought it by paying cash as required — remains unaccounted for because of missing documents. Under these conditions, this enterprise is unable to recover these sums.
The troubling results of this inspection also speak of numerous expenses incurred by this enterprise during its 1993 activity. It had dozens of employees who, according to the inspection, did not work. Thus, although bread production was halved and a large part of its sales outlets were not operating, the number of sales staff — who were kept on wages — remained the same as in 1992. As a result, each sales unit effectively had 3 salespeople. About 115 salespeople were paid without working, absorbing an annual wage fund of 3 million lek. And although some employees left on their own, the enterprise hired others again — 40 employees — including 15 new salespeople.
Meanwhile, unnecessary and abusive expenses were also made on transport vehicles. Thus, while the materials issued without purchase slips were valued at a total of around 118 thousand lek, their value is over 350 thousand lek. And meanwhile, according to the inspection results, the enterprise also increased its spending on the use of private transport vehicles by adding them to its own cars, with costs approaching 2 million lek. It is precisely these abuses that led the Control Commission to file criminal charges against those responsible for this activity.
But the financial irregularities uncovered by the inspection do not end there. Numerous shortcomings were also observed in the purchase of various materials that this enterprise made from different private individuals. Most of them — according to the inspection results — were carried out without a commission and without the necessary minutes being drawn up. In many other cases, they were made without being recorded as incoming or outgoing stock, or this was done very late, once they had already been put into use. Thus payment was made — to a private firm — for a quantity of timber at a time when that quantity remained uncollected. In short, there are a number of irregular financial actions and abuses for which the Control Commission has proposed various measures as well as the dismissal of the managers of this enterprise.

Korçë, a boy falls victim to violence

KORÇË — Another young man falls victim to violence. The 18-year-old Bledi Avni Mysli, who lost his life as a result of a brutal murder. On Sunday, in the main square "Luftëtari Korça veteran" in the city center, a car stops and 4 people get out of it. At lightning speed they approached the young man Mysli and stabbed him. Leaving their victim massacred and drowning in blood, they got back into the car and drove away at speed. According to the first reports, it is said only that the murder was committed for trivial motives, while there is no information at all about identifying the perpetrators of this ugly crime.
The public opinion in Korçë is therefore deeply shaken. In protest against violence and terror, people and relatives of young Mysli walked through the whole city — all the way to the cemetery — carrying his coffin on their shoulders.
Special pharmacy also for invalids

ELBASAN — A pharmacy for invalids will be created in the city of Elbasan. The rise in drug prices and the way pharmacies trade them force citizens to spend more on treating illnesses. It is especially difficult and unaffordable — under today's economic conditions — for the vast majority of invalids, who are the most consumer-heavy group of medical drugs. In order to soften this contradiction somewhat, it has been planned that a special pharmacy should be created for this group of people, which will be subsidized by the state. "Soon this category of people will have its own pharmacy" — Xhemil Ömari, head of the health office in the Elbasan district, tells Gazeta Shqiptare. According to Ömari, only some technical problems remain to be solved. In this pharmacy, service will be free of charge and only on the basis of special prescriptions.

Curious episode in a courtroom of the District Court of Vlora
VLORË — He had gone there with "desire" as well as prison, without knowing whether this was what he had requested as a defendant. But what he denounced in a trial was not meant to be that he was also a defendant, but also a participant. In any case, such a rare episode for an Albanian courtroom has happened and, the trial began calmly, no one knew that the young man, as well as the investigation, but without even the need for a defense lawyer, the citizen from Vlora, S.M., had been sentenced in absentia to five days of deprivation of liberty. Judge Lindita Dyrmyti was forced to announce this decision against the 27-year-old S.M. because he — according to her — "disturbed the order and public peace in the courtroom".
Thus ended a curious man's curiosity of a citizen to follow a trial that in fact was not about him. Perhaps in excessive curiosity and in reactions, so much so that he forced a reaction — here at times with something that curiosity had imagined — and the Bench. (l.)
