The Court of Cassation, the decisive voice of Albanian justice, has delivered its final word: the ten former senior functionaries of the Party of Labour must pay a total sum of more than 2 million lek. But that is not all. The president of the court, while confirming the Tirana court’s accusation of "creating social inequality through privileges in collusion" — has softened the appellate rulings and reduced the years the defendants will continue to serve in prison cells. Thus the trial of the Block men has ended in Tirana — closing one of the historical chapters of communism in Albania. At 2:00 p.m. on Thursday, in a courtroom of the Court of Cassation, president Zejn Haka delivered the final sentence: "The civil claim is upheld by obliging all defendants to compensate the Directorate of Government Services in the following amounts: Qirjako Mihali 227,944 lek; Pali Miska 213,086 lek; Besnik Bekteshi 257,733; Vangjel Çërrava 128,834 lek; Prokop Murra 269,439 lek; Llambi Gegprifti 195,023 lek; Muho Asllani 168,357 lek; Haredin Çeliku 142,787 lek; Foto Cami 202,154 lek and Lenka Çuko 283,220 lek." The Cassation panel also reduced — by 13 years overall — the sentences handed down by the Court of Appeal for the ten Block men. More than 10 out of 14 benefited — by one or two years — the judges Mihali, Foto Cami and Lenka Çuko. For the other 7, the sentence was reduced by only one year. The final stage of the process lasted 13 hours. It began at 12:30 in the Court of Cassation. This time in the hall, before the three members of the panel — as the law itself requires — there were no longer the defendants, only the lawyers. For almost 40 minutes, the defense of the Block men once again asked the panel to reduce the sentences for the accused, considering the earlier measures as "too severe." While the lawyer for defendant Prokop Murra asked for the first-instance ruling and then the appeal ruling to be reviewed, which had set the sentences differently — and for the removal of the decorations and highest orders of the accused defendants: "At least let those decorations they received for the end of the National Liberation War be recognized." "Only a few minutes were enough — just long enough to read the indictment — which marked the end of one of the most important judicial processes. The charge has now been definitively established as well. Cassation upheld the one made by the Tirana Court "for creating social inequality through privileges in collusion," overturning the one the Court of Appeal had adopted for abuse of office in collusion. President Nika also upheld the decision to remove titles and decorations, without making an exception — as Murra’s defense had requested — for those awarded during the war period. Prosecutor Dragoti replies to the opposition

For almost the entire interpellation, deputies of the Socialist Party — who had asked for Dragoti’s appearance in Parliament — challenged the answers he gave. Main attention was devoted to the case involving Fatos Nano and the investigative procedure followed against the Socialist leader. For most of the questions, the procedure was under scrutiny. Before the interruption began, explanations were given against it. At the end, the Socialist deputy from Vlora, Stefan Cipa, called the prosecutor "unprofessional" and "a promoter of politics." During the interpellation, Dragoti praised and highlighted the work of the prosecutorial bodies, giving a high оценazione also of their role in the fight against crime and corruption. This was done for the second time through a document found on 16 March of this year — the one that clarifies Enver Hoxha’s true position regarding the Kosovo issue. Now everything is clear: it was Enver Hoxha himself who betrayed Yugoslavia. Whoever was against this policy — it must be remembered — was under the dictator’s responsibility. Unification could only be discussed when he made socialization possible on both sides of the border. That was Hoxha’s true position on the Kosovo issue. A truth we also find in the Yugoslav press of the time. In a previous version [?] later better known, which also explains the other fact: it was Nexhmije, Enver’s wife, who ordered that this document remain secret. LUAN MALLTEZI* TIRANA — It is a document, until now unknown to the public, which came to light during the past month in the PPSH file from the State Archive. It concerns the conversation Hoxha had with a Yugoslav delegation in July 1946. The document, written in his own hand, is the discussion "Agreement of views between the Central Committee of the Communist Party of Albania and the Yugoslav delegation on the Kosovo issue." The content of this document is shocking. There Enver Hoxha declares that "Kosovo and the Dukagjin Plain are provinces of Yugoslavia." Further on he states that "we have no territorial claims against Yugoslavia" and that the Kosovo Albanians should fight for socialism there. Regarding this position, the party then philosophizes: perhaps the people should decide the Kosovo question? No case is it clear to a party member that this is not your issue. Yugoslavia is stronger than us. Our interest is for it to be strong. Is it in our interest to demand Kosovo? no" Hoxha himself said in reply. This is not progressive. So in this situation, he concludes, it would be a mistake to demand Kosovo. Conclusion: the Albanians of Kosovo must fight for socialism in Yugoslavia and not for unification with Albania. Then yes, "in such a situation Kosovo will unite with the Socialist Republic of Albania. That is the line, that is our path" — writes Hoxha. The secret document also reveals a completely different position by Hoxha from the one he himself wrote in his book "Titistët". Here Enver Hoxha writes that during a trip of his to Belgrade, carried out in 1946, he officially asked Tito for the unification of Kosovo with Albania. A version for which there is no document at all. On the contrary, it is revealed that the authentic document states the opposite. The content of the document has remained secret until today even to those closest to the regime. The reason is explained by a note made years later by a simple archivist at the PPSH archive. "Comrade Nexhmije returned these documents of the 1946 plenum to us — wrote the archivist — She told me to keep them in a fund, since comrade Enver had also seen some of these documents, she said." The note was made in Durrës in July 1969. It was the time when the Institute of Marxist-Leninist Studies, under the direction of Nexhmija Hoxha, was preparing the publication of Enver’s complete works. The document was never included in the chronological order of the Works. The secret was preserved even in later editions after the death of Enver Hoxha. In the book "The Truth about Kosovo and Albanians in Yugoslavia" all the documents — in fact very few — of Hoxha were also removed, with the exception of this document. The passage from the book "Titistët" describing the now familiar version is quoted. Thus the responsibility and the ease with which the Yugoslav communists liquidated every attempt by Albanian nationalists to implement the decisions of the people of Kosovo through its legitimate representatives, had approved during the struggle against the fascist and Nazi occupiers, the decision that was not to the liking of the communist leaders. * Director-General of the State Archives.

It is the Albanian Adoption Committee attached to the Council of Ministers that has submitted to the Ministry of Justice the proposal to create a Juvenile Court. According to the leaders of the Adoption Committee, the reason for this proposal has been a number of irregularities and legal violations in the treatment of minors that cannot be avoided without the existence of a specialized judicial body. The proposal appears to have found approval and support from the highest Albanian justice authorities. It was Justice Minister Kudret Çela himself who, while stating that it would soon happen, described the creation of this court as "a necessity for Albanian reality." Another sea line between Durrës and Bari

For more than six years, the young woman Dhurata Kllogri from the village of Hottas in the Gramsh district has been suffering from a severe rheumatic heart disease. Her only salvation is the insertion of a surgical heart valve and an artificial valve. This operation costs far too much for the poor rural family from Gramsh. Dhurata has now begun to feel the consequences of the illness from which she suffers more and more. She has become swollen and ill, and enlargement of the liver has also developed. Her breathing rhythm has become labored. It is becoming increasingly difficult for her to carry out even the most ordinary actions. Dhurata is 154th on the waiting list for admission to the artificial heart valve unit. According to doctors, in her case the operation must be carried out as soon as possible. And Dhurata decides to take the final step, to issue an appeal calling for help. The life of private firms.
