Ballot paper: “No mystery”

Procedures do not allow manipulation The Central Commission clarifies all doubts Missing names on the voter lists. Their preparation is still incomplete In some local centres, the “battle” over the division of posts is still continuing TIRANE — A mystery over the ballot paper? “There is nothing suspicious; the norm is within the law.” It is Ruka, the socialist representative in the Central Commission, who calmly dispels the doubt raised at the end of the week about the surplus of ballot papers for the referendum. “There are no loose ballot papers — Ruka explains to Gazeta Shqiptare — every polling station, 48 hours before, will receive the amount that will be needed, sealed in envelopes. Everything will be recorded in proper minutes, and secretaries will provide photocopies of each one. We must all check the tally so that the data match the centre.” The Central Commission’s voting process involves a manufactured quantity of 12 ballot papers for the mock poll. They were made in a private printing house supervised by the Albanian police and the intelligence service. The program that produced them on the computer was written and the printing plates are kept in the Central Commission’s safe. Although we are already very close to the vote, there is one thing that stands out: the only thing that does not correspond to the events of the Albanian days and at the top has broken out. The real problem for the Central Commission is the voter lists, which still have not been prepared. Even where they have been posted, most of the names are still missing. There is fear of verified cases of deceased persons who nonetheless appear on these lists. “As the Central Commission, we have respected the law to the letter and sent the relevant instructions to the local centres — adds Ruka — now everything remains in the hands of the commissions in the districts.” Meanwhile, the “battle” over posts among representatives of the political parties continues in the allocation of seats on the commissions. Chronicle of rallies

A very high intensity in the propaganda campaign is being carried out by the political forces within the framework of the referendum on the draft constitution. The geography of the rallies and meetings held within a single day — and where politicians, more than the constitution itself, display slogans about it to the people — has expanded significantly. On Sunday, President Berisha once again took part in several mass rallies organized one after another in Delvinë, Sarandë, Gjirokastër and Tepelenë. And as always, in the core of the speeches delivered by Berisha was the appeal to say “yes” to the draft constitution which, according to him, represents the law of freedom, unity and tolerance. On that same day, the main rival of the PD and Berisha, the Socialist Party, appeared in Pëzë. At a rally with the people of this area, Plumbi, one of the leading figures of the PS, once again called for saying “no” to the constitution. The alternative to the draft proposed by the vote was defended on Sunday in meetings in the districts of Tepelenë, Përmet and Orikum, by the chairman of the PSD, Skënder Gjinushi.

Forgotten trees become the target of theft

50 thousand roots have been damaged PESHKOPI — More than 50,000 fruit-tree roots — apples, plums, cherries and vineyards — have been damaged, with a value, converted into lekë, of over 6 million lekë. Alarm bells have been raised from the district of Dibra, known for its fruit-growing development. The main cause of this massacre of fruit trees appears to be the lack of care and ownership over them, after the dissolution of the NBU. In particular, there has been damage to the trees as a result of the lack of services such as soil cultivation around the crown and spraying with chemical preparations to combat various diseases. But the damage has also come from the cutting down of trees by various wrongdoers. Around 2,000 trees have been registered as cut down without mercy. Despite complaints in this area, there has been no response from the police forces. Specialists from the Agency for the Restructuring and Privatization of the NBU see the solution to the problem in privatization. In this way, people will be given the opportunity to carry out the necessary care for the fruit trees and to buy the pesticides needed to fight their diseases.

Koliqi, the first Cardinal

“It is recognition for Albania” A high papal appointment for the clergyman from Shkodër TIRANE — “My appointment is an honour that is not being done to me personally, but to all Albanian clergy and to Albania itself.” These are the first comments of Mikol Koliqi, a priest from Shkodër, reported by Gazeta Shqiptare on Sunday evening, immediately after receiving his appointment as Cardinal — among 30 clergymen from around the world — from Pope John Paul II himself. The high recognition granted to the representative of the Albanian clergy came as a complete surprise even to him. “I did not expect it that day,” adds the 92-year-old Koliqi, in a slow voice, although he had received the news on Thursday. It had been communicated to him by the Apostolic Nuncio Ivan Diaz, who emphasized that “you must not tell anyone about this until it is made official”. Koliqi is one of the heroes of the Albanian clergy. Born in Shkodër in 1902, after primary school he continued his studies in Italy, first in engineering and then for the priesthood. In 1931 he entered Shkodër, where he was appointed assistant parish priest. Conspiracies, that demon and after the corner has tightened him as well as a family feud. In 1945 he was arrested and sentenced to 4 years. Here begins his painful odyssey through successive internments and imprisonments. Only in 1986 was he finally released by amnesty and a few years later he returned to the exercise of his old profession: religion. Pope John Paul II Ar. Me.
