“Why are manipulations impossible?”

REFERENDUM The final voting results and the review of all district reports, accompanied by complaints, remarks and protests, are still awaited “Why are manipulations impossible?” The Central Commission calls the delay lawful TIRANA — “There is no possibility that the final result of the Referendum could be changed through the Central Voting Commission.” It is Arben Brace, Secretary of the Central Voting Commission, who, by stating this for Gazeta Shqiptare, seeks once again to reassure public opinion that a genuine result will be announced once all the data, which finally arrived on Wednesday evening from all 37 districts of Albania, have been selected. “It is absurd to think such a thing, because there is no practical possibility of manipulation,” Brace adds, who also — on behalf of the Central Voting Commission — takes it upon himself to explain why the final result has not yet been announced. “If the Central Voting Commission is required to work according to the legal and time limits set by the Law ‘On the Referendum’, this in no way can be called a delay,” explains the Central Voting Commission — “it is enough to mention only Article 17 of this Law, which allows us on Tuesday to begin examining the appeals submitted within three days.” Thus, even taking into account the release of the result on Wednesday evening — when the Central Commission reportedly was still receiving from various districts reports accompanied by complaints, remarks and protests — it remains for the Commission to start on Wednesday examining them and to take them into consideration according to the law, before the final result of the Referendum is announced. According to this reasoning, even Friday and even Saturday allow a period during which the Central Voting Commission is not obliged to announce the conclusions of the 6 November Referendum. In any case, the “delay” in announcing the final result may also have been influenced by the reluctance of some specific districts to send their results to the Central Commission. But while the still unpublished final result at the Central Voting Commission should not make everyone anxious, the same cannot be said about the specific “delays”. “For the Referendum”, in the hypothesis of any possible manipulation — with everyone taking into account the risk of intervention by various opposing political forces — the counterargument is backed by facts. Among those mentioned by the leaders of the Central Commission is also the impossibility of manipulating the result by delegates from political parties, 46. “Those who make up the Central Commission,” they explain there, “are members and representatives from all Albanian political subjects, at all levels, in Parliament or even in local government. Meanwhile, this commission is always surrounded by the adopted procedures; everything is being verified by the way things are done.” Here, naturally, the first thing needed is to guarantee the constitution of the entire Central Commission with all its members and not only a few representatives; in this way every vote established by the referendum bodies and all cases of irregularity can be verified. In Durrës: 5-year-old injured in an accident

DURRËS — A five-year-old girl, Marsida Hushi, got under a car that was moving on the road in Durrës. On Wednesday morning she was hit by a truck with Korçë license plates near the city’s main boulevard. The collision was very strong and caused serious injuries. The driver of the vehicle was detained that same day by police officers.

Prison vote: 90% in favor of the Constitution

Here are the final results — in percentages — of the voting for the 6 November 1994 Referendum in all re-education camps and prisons in Albania: YES NO Tepelenë 70 30 Kavajë 96.2 3 Sarandë 67 33 (313) Tirana 73.18 36 (325) Tirana 74 6 Lushnjë 93.3 6 Lezhë 92.7 7 TIRANA — “In favor of the Constitution, about 90 percent of prisoners in Albania.” It is the deputy director of the Prison Administration, Bexhi Coku, who confirms for Gazeta Shqiptare the final result after the voting for the 6 November referendum in the seven re-education camps and prisons of Albania. According to Coku, participation in the vote was 100 percent, while the invalid ballots make up an almost negligible number. “About 1,200 Albanian prisoners went to the ballot boxes on the morning of 6 November 1994. Although ‘Yes’ triumphed absolutely in all the re-education camps and prisons of Albania, the highest result — in percentage terms — was recorded at the Bënçë prison in Kavajë, where more than 96 percent of the prisoners voted in favor of the Constitution. Meanwhile, more than 70 were recorded at the Sarandë Prison and the one in Tirana (313), respectively 33 and 26 percent. As confirmed by the Prison Administration, no irregularities were verified during the voting and everything was carried out according to legal procedures, just as in all other polling stations. An Italian missing at sea: family appeal

Sarandë, reward offered SARANDË — It is a granddaughter and begins in Corfu and, after landing on the Albanian coast, has arrived back in Italy. This is the tragic story of a shipwreck at sea that no one has yet reported and that caused the death of two people. One of the victims was an Italian, Vincenzo Bruno, 34, from Naples, whose relatives, through Gazeta Shqiptare, are issuing a dramatic appeal. “We are asking for news of Vincenzo,” says Anna Bruno, his sister — “we are also offering a cash reward to anyone who can tell us exactly where he is, whether alive or dead.” The story begins on 13 September on the coast near the Greek island of Erikoussa. It was a dark night aboard a 10-meter speedboat: Vincenzo Bruno, Alket Ahmeti from Sarandë, and two Greek citizens, Efstathios Karaminas and Mikalis Matanotos. Because of a sudden tear in the fuel tank, the boat began to sink. There was no radio on board, no alarm signal and no rescue flare. Within minutes the boat was sinking and the four men were left at the mercy of the waves. According to Alket Ahmeti and Mikalis Matanotos, the sinking took place 5 miles from the coast of Sarandë. Only those two were saved; nothing further is known about Vincenzo Bruno and Eustratios Karaminas (the boat owner). Alket and Mikalis managed to save themselves by swimming for an entire night and eventually reached the Albanian coast. Vincenzo Bruno’s family learned of the disappearance of their brother five days later. “When we went to Corfu to understand what had happened,” Anna explains, “we went to the police, but no one had reported the incident. Then we went to Albania, and even there no report of the shipwreck had been filed. The Italian Foreign Ministry also knew nothing. Why so much mystery? What really happened? Vig, policeman detained

SHKODËR — The author of the crime at the polling station in Fushë-Vig has not yet been found, but the seven Public Order officers who were on duty there have. It is the latest notice from the Shkodër Police Commissariat, a few hours after the tragedy of 6 November, when the bullet at a polling station, 37-year-old Mark Gjin Gjini (Prengja) — PD representative on the Fushë-Vig commission — was shot dead “for political motives”. Two days after this serious incident, the Public Order officer Fran Ndoj Gjoni has been detained, accused of “violating service regulations”. Nevertheless, efforts to catch the perpetrator continue, who has disappeared — perhaps, as everyone thinks, to his family’s home — even to his own village. “No one in Vig, at least from the neighbors of the family.” According to official sources, “the operational group went to the scene late, giving the perpetrator time to flee.” (e.l)

The “Omonia” case in Cassation

Appeal against the Court of Appeal’s ruling The second instance had found them guilty TIRANA — The file of the five figures from “Omonia”, sentenced twice by Albanian judges for “treason against the homeland in the form of carrying out the orders of foreign Yugoslavs”, has reached Cassation. Thus, the “five” are reconfirmed through the second-instance decision as well as the decision of a First Court, when the Appeal had upheld the highest sentence and, in the Third Court, on 6 November 1994 had sentenced them together to 35 years in prison. The trial now underway for the nine Albanians in Cassation remains the last chance for the five minorities from Omonia to definitively overturn the verdict and proceed to seek acquittal. This time too — as in the first two military trials — Cassation has admitted a tense atmosphere between the parties and in the courtroom, in the Palace of Justice. Meanwhile, the highest Greek authorities continue to protest. In any case, the most valuable testimony about the “crime of the five” remains the isolation by the Greek diplomat in Strasbourg, who officially made the accusations. After that, there is no other diplomat to give this testimony in Greece or at the Presidency of the Republic. Also this time, it was repeated the determination of the Albanian Government not to interfere before the judicial bodies. (l.)

A child prodigy of books

In Tirana today “Përdhunuesi” is shown TIRANA — A new Albanian film will be shown today for the first time to the public. “Përdhunuesi” by director Spartak Pecani will be screened in one of the halls of the Palace of Congresses in the capital. The film’s production team includes well-known names from Albanian cinema in recent years. Among them Nevhat Tafja, Ardit Ngea, Timo Flloko, Ndricim Xhepa, Eva Alikaj, Sheri Mita, Leka Bungo [?], Panajot Pano [?] and others. “Përdhunuesi” has been made today with great difficulty by its creators; today they will await the public’s judgment.

A show for young people at the Pyramid An initiative to combine culture and entertainment TIRANA — “It will not be just a simple pastime to have fun, but also a stage that young boys and girls with different artistic abilities can use to express their talent.” Such is the purpose that the new show “Odeon In...” has set for itself and which has begun to be prepared in the capital. “Odeon In...” plans to open its doors at the beginning of December in one of the spaces of the International Center of Culture. Its organizers — “Contatto Agency” — are looking to offer, over a period of 10 years, a special show that will be different from those done so far. Its program will include various artistic segments with light themes: contests, fashion shows, comedy, quizzes, interviews and music and dance. YESTERDAY IN ALBANIA
