TIRANA — Even stricter measures are planned to strengthen the “wall” of the embargo imposed by the UN, aimed at blocking the economic arteries linking Serbia and Montenegro with the outside world. This is a project of the Albanian government, the implementation of which will make it even more difficult for this side of Albania to carry out embargo-busting smuggling of goods, and especially, bluntly speaking, fuel smuggling.
It is a document drafted by specialists in this field, who, drawing on the experience accumulated by the customs control system and the financial police, aim to close the gaps and cracks identified in the enforcement of the blockade, through which smuggling activity may slip through. While the scope of the document concerns anyone involved in implementing Security Council Resolution 820, the focus of the measures is to asphyxiate the much-discussed fuel smuggling of these times. In three points, the project calls for tighter regulation and documentation for private entities that import oil or its by-products. They will be required to submit to customs authorities preliminary contracts for the delivery of every quantity of imported fuel. Preliminary contracts signed by retail fuel traders will also have to be submitted by private entities that trade in wholesale.
Other measures appear to concern the dismantling of the capillary network, the transport arteries and the “depots” used for the illegal export of energy goods. Among the main ones are demands to ban the street trading of “black gold”, as well as the storage of any quantity of fuel near river lakes and, more generally, along the entire border belt with Serbia and Montenegro. Meanwhile, the Ministry of Industry and Trade will be asked to define clearly the criteria for issuing wholesale trade licenses for oil and its by-products.
The requested measures mark a new phase in Albania’s commitment — highly praised in the UN Security Council’s monthly reports — to respect the blockade against the former Yugoslavia. In the first six months of this year alone, the competent authorities seized around 2,000 tons of fuel in the districts of Shkodër, Vlorë and Durrës, as well as various goods worth 90,000 USD.

VLORE — A tragic attack shook the calm of Vlora on Saturday. The victim of this grave incident is a 62-year-old man, father of the 39-year-old who is known for having killed a baker in the city center.

Counterfeiting dollars: 1 year in prison
TIRANA — He only had counterfeit dollars in circulation and, after being expelled, official documents, and now he has to serve one year in prison. This was the outcome of the proceedings at the Tirana Court in the case against Sali Krasniqi. The investigation had begun after a complaint by a 15-year-old shopkeeper and his mother, whom Krasniqi had asked to buy some items with dollars, at a price calculated above the then exchange rate. “The bacillus must be destroyed and the pilot grouping completed — Selman Como, head of the veterinary service, told ‘Gazeta Shqiptare’ — but it can be said that 10-15 percent of the cows have tested positive for TB.” And so that the epidemic does not spread, measures are being requested to destroy the affected cows. The district veterinary service has asked the Ministry of Agriculture for the necessary financial funds. Under the law, the villagers must be reimbursed by the state for the value of the cow destroyed in this case.

Protest in prison: “The investigation is taking too long”
Hunger strike ends
KRUJË — After many days of talks and negotiations, the prisoners’ hunger strike at the Krujë police station has ended. It began several days earlier, mobilizing representatives from the Ministry of the Interior and the Ministry of Justice.
Now, it seems, the two sides have finally found common ground and the protest by means of hunger has been closed. The demands the prisoners had initially put forward were: respect for the legal deadlines for investigations and no dragging out of judicial inquiries when they move to trial.
