“Local power changes”

Meeting in the PD. Are the first two ministers leaving? / The Referendum storm continues Meeting in the PD. Are the first two ministers leaving? “Local power changes” The Referendum storm continues TIRANA — The wind of renewal will affect not only the government, but also local government. The Democratic Party — whose leadership met on Friday evening — is deciding on a series of changes both for representatives of local administrative authority and for the PD itself. It is still not known when this storm of local changes will come. The news about the replacement of several ministers is making the public curious, as people ask who the new ones will be and which of the old ones will go home. According to unofficial sources, the most urgent changes will be made in several ministries. “The party is living through a moment of great reflection,” Titan Shehu, PD secretary general, explained to Gazeta Shqiptare after the leadership meeting. “A reflection that had begun before the Referendum but is certainly linked to the vote result as well. We want to give more impetus to the party’s activity, more energy, we want to find more capable, more dynamic people, we want to fight corruption, we want to strengthen our presence and correct those mistakes that are real with this leadership. Shehu admits that the PD is trying to lay the foundations now for a decisive participation in the 1996 elections. “It is a renewal process that will take the coming months,” he adds. “I do not believe it will be resolved in a few days.” The new ministers? “It will be Prime Minister Meksi who will present the names.” Will the party’s political line change? “No, the general line does not change, even though we have decided to broaden relations with other party groupings, whether those in power or those outside parliament.” Any examples? “For example Balli Kombëtar, Legaliteti...” And with the Socialist Party? “We will seek new dialogue with them too, because we want to find points of agreement on voting themes and conditions. We are open to the socialists, even though there remains a categorical ‘No’ to the coalition thesis.” The chair of the PD

Cholera in hell: the director of psychiatry leaves

Ministry: “She had neglected it” Cholera in hell: the director of psychiatry leaves ELBASAN — The first measures have been taken to punish the responsible persons, who have been accused by the authorities of being guilty of the cholera scandal. The large number of deaths among psychiatric patients within a few days had necessarily raised the issue of identifying responsibilities and the specific individuals standing behind them. The Ministry of Health has dismissed the director of the psychiatric hospital. Health authorities stated that Engjëllushe Shqari is guilty of “negligence and irresponsibility in documentation,” so she can no longer head this important institution. According to the Ministry, the district alarm came very late: only after the first five deaths had been recorded. Another doctor from the hospital confirmed roughly the same thing to Gazeta Shqiptare. “In her place another doctor has now been appointed. On Thursday the vibrio struck again mercilessly. Another psychiatric patient could not withstand the advanced stage of the illness. He died on Wednesday evening, tormented by the pain of the other sick patients. The latest case makes the list of victims in the cholera-stricken psychiatry even longer. The latest news has been about international solidarity. Today more health aid destined for the most stubborn cholera hotspots arrives in Albania. The humanitarian aid has been organized by the Municipality of Bari. There are 1,450 canisters of hypochlorite, disinfectant sprayers and 160 tents that have been brought to Albania for identification and assessment of suspected sites. The announcement from the Municipality of Bari sent to Puglia underlines that this body, the municipal councils of Bari, is also a member of the organization “Italo-Albanian association for cooperation”. For the replacement, the development of 150 centers is expected with hope in the coming week from the aid allocated by the Italian government on 15 September, as soon as the cholera alarm was raised. While 50 million have been disbursed so far, another 450 million must wait until the World Health Organization decides how these sums will be spent. A step that the international health authorities have not yet taken, but which could be of particular importance for Albania, afflicted by cholera. Mentor Kikia

“The mission was secured for the minority”

TIRANA — Van der Stoel's latest account of the situation of the Greek minority in Albania. And it was precisely the meeting of 29 November of senior officials within the framework of the Conference of the Union and the CSCE — held in Budapest — that gave the high-ranking minority diplomat the opportunity to express a special document on the situation of the Greek minority in Albania. “The decisions of the Albanian Government regarding minority education were in line with all international norms and requirements,” Stoel emphasized in the statement, referring above all to his recent visit to Albania, from 17 to 23 September of this year. According to the report presented by Stoel — although there is room for some improvements — in Albania there are no signs of interethnic tensions and the Greek minorities are not discriminated against. Fuel smuggling is now bringing floods

Shkodër, traffic is damaging the Buna embankment Fuel smuggling is now bringing floods SHKODER — Fuel smuggling activity threatens to flood several areas on the Buna riverbank. And it is the villagers of the area themselves — especially those from the village of Samrisht — who, involved in the illegal trade, have damaged the embankment of the Buna River in order to facilitate the transport by boat of fuel into Montenegro. We are talking about the opening of long stretches along the embankment — apparently they serve as “ports” for the smuggling vehicles — through which the swollen Buna, from the rains, could break through. In the past, the embankment was the property of the agricultural cooperative “herët në ndërsat now it has passed under the administration of the Water Directorate. The Water Sector for Nënshkodra has sent heavy machinery to close the paths and prevent a possible catastrophe. Despite the resistance they have encountered from many villagers, they are theirs. Thus, while fighting to secure life, many villagers are putting it at risk, which is already made possible by laws both against smuggling and for the protection of drainage waterworks. Na. Me.

Minister Serreqi ill: now in a clinic in the USA

Minister Serreqi ill: now in a clinic in the USA TIRANA — Foreign Minister Alfred Serreqi will be absent for some time from the direction of Albanian foreign policy. While there is talk of frequent and wide-ranging moves regarding Minister Serreqi’s recent problems, these are health-related. Struck by an illness — there is even much talk of anemia, weight loss and distress as a result of various natural troubles — Serreqi has been forced to make the long journey to the USA, to one of the clinics where he is currently being treated. No precise medical confirmation has yet been announced regarding Serreqi’s condition. Semi-official reports have stated that he recently underwent a delicate operation. The surgical intervention had not been foreseen by the Albanian doctors who had carried out the initial diagnoses.

Gay Albania: “We demand justice”

Protest Gay Albania: “We demand justice” TIRANA — Albanian homosexuals have addressed the public with an open letter. In it, they also explain the events and their situation in Albania, as well as the demands they consider fully justified. But, more than a mere presentation of claims, the arguments put forward by Gay Albania (SGA) — as their still semi-illegal association is called — are an attempt to show others — those they call “the accursed” — the situation in which they find themselves. To take this step, Gay Albania has also appealed to international anti-AIDS factors, in the case sent.

A story in “Dajti”: 120 thousand dollars found and returned

The Jewish trader forgives 20 of them A story in “Dajti”: Found and returned 120 thousand dollars TIRANA — An Israeli businessman came out very happy from the Hotel “Dajti” building in the Albanian capital. Because there he had lost 120 thousand dollars, as well as several thousand pounds sterling and other banknotes — a few minutes after losing them, he was able to get them back, spending only... 20 dollars. The unbelievable story had begun the previous night in the corridor of Hotel “Dajti”, when one of the FA employees had found a mysterious “orphan” bag. “Inside, we could not believe our eyes,” he tells Gazeta Shqiptare. “It was full of cash, but there was no way of identifying the owner near the hotel.” For several hours the Israeli had tried to find his precious fortune, until the hotel managers finally managed to identify the true ownership of the bag of dollars. A most unusual scene for the businessman, so much so that, as a sign of gratitude, he donated 20 dollars to the employee who had found and returned his fortune of 120 thousand dollars... (FLAI)

Kadare's appeal: “Berisha, release Alia and Nano”

The writer speaks about politics Kadare's appeal: “Berisha, release Alia and Nano” “I think it is in the country’s best interest for the former president of Albania, R. Alia, as well as the Socialist leader, F. Nano, to be released from prison, regardless of what they were sentenced for and why they were convicted. I make this request publicly to President Berisha. And I make this request, emphasizing Albania’s best interest, and I ask you not to take it as my assessment of these two figures. Perhaps these have been better off because their confinement in prison has prevented certain important acts and jobs of the State from being carried out, these are too important. I think that to prevent and damage, even unintentionally, in this country, there are already enough people under treatment. I do not think that R. Alia or F. Nano are ordinary, but just as much I do not think they are a counterweight to the state, and that their detention could damage the country’s interests... I am speaking from deep conviction in favor of the immediate release of both of them. It is up to them to understand this release as they wish. That does not concern me much...” Interview on page 3
