TIRANË — The idea of amnesty is becoming clearer and clearer. Although the technical details of how it will be shaped have not yet been set, a ray of hope has begun to shine for the “well-known prisoners” — Nano, Alia, the five from Omonia and others. On Tuesday, representatives of the main parties also spoke about it, apart from PD and PSD, which had already taken positions in their party press. As early as Tuesday, placing this issue on the agenda of Parliament’s work was almost decided.
“Of course Nano, Alia and the five minorities will also benefit from this amnesty,” said Skënder Gjinushi, Chairman of PSD, one of the first initiators of the amnesty idea, speaking to Gazeta Shqiptare. “We cannot yet say whether they will be released or whether their sentence will be reduced, because that will later be determined by a parliamentary commission that will be voted on by the deputies. Normally, amnesties take into account several factors: the length of the sentence, the category of the criminal offense, the age of the convicted person and, of course, not only remorse. I think the key element among all these criteria is what will guide the amnesty. It remains to be seen in which category they will be included. It has not already been decided, however.” One of the ideas of a general amnesty — said to Gazeta Shqiptare by the chairman of the PS parliamentary group, Namik Dokle — in our view should not exclude only those who have committed serious crimes against the person.
The Republicans also agree with the amnesty. “We will agree to a general amnesty for convicts who do not pose a social risk after leaving prison,” says the deputy chairman of PR, Fatmir Mediu.
For Abdi Baleta of PDD, the planned amnesty “does not show any mercy toward prisoners; it is a kind of political move by the forces in power for the referendum of 6 November.” According to him, it mixes the institutional legal meaning of pardon with the political meaning of amnesty, which to me seems mainly designed to please foreign diplomacy in connection with the issue of the five of Omonia.

TIRANË — There are 150 prisoners, who now, with the news of talks about amnesty, are anxiously awaiting the politicians’ decision. Divided among seven prisons in the country — two in Tirana, Ka[?]va[?], Lushnjë, Lezhë, Sarandë and Tepelenë — they are all serving sentences for ordinary offenses. Most have been convicted of crimes against the person and often under laws that do not fit the country’s new reality, and are forced to spend years in conditions that in many respects have been described as far below all standards. Most members of the prison population have been covered by amnesties. But in Albanian prisons there is still a number of prisoners who are very well known to public opinion. Fatos Nano, whom the PS insists on calling its legitimate chairman, former President Ramiz Alia, and then, one after another, Ethem Hoxha, and the other former communist leaders, up to the five activists of “Omonia,” all of whom are now in a complicated position. All of them are waiting to see in which category of amnesty they will be included. If the age criterion is adopted — as proposed by the Albanian Helsinki Committee — then Alia and the other former communist leaders will soon leave prison. If other criteria are set, then Nano and someone else will benefit (v.b.)

TIRANË — Peace between Brozi and Dervishi has been restored. And it was precisely their escorts — the ones who a few days earlier had sparked a quarrel of only dangerous proportions — who resolved everything in favor of peace. On Tuesday at lunchtime, the escorts of the two senior officials of Albanian Justice withdrew the complaints against each other, and Brozi and Dervishi shook hands.
Thus the incident takes an unexpected but positive turn, the incident that — after it became public — seemed as if it would end only in court. After extremely rapid investigative inquiries into the criminal clash involving the escorts Bajrami and Beleshi, it was sent to the military judges of Tirana. It was almost a lightning-fast investigation, and the result was obtained with only the questioning of eyewitnesses to the incident, while the procedure did not consider it necessary even to have defense lawyers present. The case file entered the court in the morning, but, above all, the matter of the two protagonists and the statement of their defense still remain.

But while judicial intervention seemed almost inevitable in order to “stop” the incident, peace was established without its help. “The two accused escorts have withdrawn the offensive words exchanged between them and are retracting the mutual complaints,” it was finally stated in a case that for several hours had shaken not only them, but also two of the leading figures of the Court of Cassation and the Republic’s Prosecutor’s Office. In fact, the first to make this complaint public was Brozi himself, during the press conference he organized immediately after the incident in the courtyard of the Republic’s Prosecutor’s Office. “I myself will try to persuade my escort and my driver to withdraw the complaint that was filed,” Brozi had stated on Saturday, although he had conditioned this move on two high-profile resignations. In any case — although it is not known whether the initiative of the accused themselves was also supported by the two senior justice officials — what matters is that, as with these incidents, reason and balance have prevailed.

SHKODËR — An attack in Shkodër. GJ. Doçi, 33, from Bushati, became the victim on Monday evening of a real massacre. While returning home — very close to the village mosque — around 7:10 p.m. he was hit by a burst of automatic gunfire that caused his immediate death. Doçi’s killer fled at once and it is still not known who it was. At least not the reasons for this crime. So far the only hypothesis circulating is that he was killed because of some money Doçi had borrowed and had not yet repaid.

KAVAJË — Sea waves are once again becoming the leitmotif of death. Only a few days ago, the bodies of swimmers from Kavajë found the lifeless body of a woman on the shore. To this day the entire event has remained shrouded in mystery and nothing is known about it or the causes of the drowning. The only thing learned is that no signs of violence or attempted murder were found on her body.
The police were alerted by the fishermen themselves — villagers from Karpen, an area very close to the coast — who had seen the body floating. The corpse remained unidentified even after the forensic examination, which showed that the unidentified woman was about 30 years old and that her body had been on the shore for two days.
Immediately after the first examinations the corpse was sent to the morgue in Tirana, where experts will continue the investigation in order to identify her and thus uncover the causes of this mysterious death.

GJIROKASTËR — The name of Theodhor Bezhani, one of the 5 Omonia figures who only a few months ago had been sentenced to prison, has also appeared before the judges. But now he stands before justice — represented only by his lawyer — as the protagonist of a long-running case begun between two commercial firms: “Fresh-Cola,” whose representative is Bezhani himself, and “NAA-Glina,” the company that filed the complaint accusing him of theft of water and advertising technology.
The file on this dispute reached the court only a few days ago. But that was not enough for the matter to be finally resolved. The judges decided that the first two issues — theft of water and advertising — should be examined again, while the issue of technology should be returned to the prosecutor’s office. Thus Bezhani’s name continued to circulate through the files of justice.

The anxiety of blackouts returns to the country

TIRANË — Dark patches have started appearing again in the capital. The automatic shutdowns in the electrical grid — now far too frequent — as well as the compulsory shutdowns by workers of the Electricity Enterprise, have forced many families to spend afternoons and nights in darkness. These are measures taken by the leaders of the Electricity Enterprise itself, aimed at protecting the grid from overloads. “Only in this way will we be able to repair the network from the interrupted branches,” says Dervish Selmani, director of this enterprise, speaking to Gazeta Shqiptare. “Their burning would be a defect that would take time to fix.” But according to Selmani there is another concern as well, because with the winter season tensions are expected to increase; unprofessional people connect lamps near households and cause damage and repairs, following the principle: “if I don’t have electricity, then let you not have it either.”
A situation that seems to have no way out, given that winter has begun quite harshly and the drop in energy has become noticeable. These interruptions in electricity supply amount to around 18 percent compared with a year ago and the previous year. And this is before the usual winter cold has even fully begun.

VLORE — Every family is suffering for days without electricity, in homes, but also in shops, bars and discos. The wires of the electrical cables in many areas of the city are not being repaired only in order to be fixed; the whole city is plunged into thick darkness. Sixty transformer poles repaired in the center of Vlorë, as well as two substations in the peripheral neighborhood, have left nearly 6,000 homes, schools and nursery schools without electricity. The alarm has also reached the directors of several medical centers, where even the sick are being subjected to darkness. Not to mention the large economic losses due to the lack of electricity.

ELBASAN — 16 burned transformers and many others damaged even more have left many families in the city without electricity, as well as industrial enterprises. Some neighborhoods are without power for up to 10–12 hours a day, while in others the outages happen at scheduled times. According to specialists, the main cause remains grid overload and old installations.

Fier, a cause leads to death
A prank between two fellow villagers from Bregu i Semanit in Fier ended tragically. While the fun was going on, F.[?]liku struck his companion, Cobli, as it were. And while the “game” continued, suddenly the fatal shot was fired from the muzzle of the shotgun, causing Çablli’s immediate death. For this, Fiku was stopped and the weapon was seized.
A religious building in court
The issue of ownership of the cultural building in Burri has ended up in court. Immediately after the decision on the expropriation of the land, the village elders’ protest erupted. “We do not want our cultural object to be taken from us; we protested and we have kept it intact,” declared village chief Hamit Leka to Gazeta Shqiptare. The Land Return Commission has also come to their aid and is examining the case. And to resolve this confusion now it will be only the court[?].
Tirana, the freight park under accusation
Severe accusations of violations and financial abuses weigh on the freight park in the capital. An inspection by the state service uncovered a series of thefts of materials and equipment — electrical systems, electric pumps, tires and spare parts — worth millions of lek. Administrative measures and even criminal prosecution have now been requested for the park’s managers.
