GJIROKASTER — For the first time, a true terrorist act has also been confirmed in Albania. It is the most serious incident to have occurred on the Albanian-Greek border since the border war of 1949. In the village of Peshkëpi, 4 kilometres inside Albanian territory, a group of terrorists opened fire with automatic weapons, killing two Albanian soldiers. During the attack, which took place on Sunday morning, three other soldiers were also wounded. The Albanian government has considered Greek special forces to be responsible for the grave incident and has reacted strongly before international bodies. According to official sources from the Albanian Ministry of Public Order, it was a terrorist commando made up of seven people dressed in blue suits but with their faces covered who suddenly attacked the Recruit Training Center in the village of Peshkëpi. The first victim of the terrorist attack was a soldier who at that moment was outside the barracks: 20-year-old Arsen Gjini, from the village of Çerem in Fier, was killed by a burst from a "Shoot-gun" automatic weapon. According to the same sources, the killers of the first victim were two of the members of the terrorist commando. The rest of the terrorists managed to get inside the barracks. There the macabre scene continued. The terrorists opened fire in the soldiers’ dormitory. Taken by surprise — most of the soldiers were still asleep — the Albanian soldiers were unable to respond in time to the hail of automatic fire. One of the officers, the unit captain Shaban Shehu, 37, was killed on the spot; three soldiers were seriously wounded. According to testimony from the Albanian Ministry of Public Order, after the serious act the terrorist group fled toward Greek territory. From the information made known so far, the latest attack is being attributed to Greek ultranationalist groups. The members of the terrorist commando all spoke Greek, with the exception of one who “spoke Albanian with a minority accent.” We have observed this in the case of "Omonia" [?] and in another case the organization "Vorio Epir". “Do not think that we have forgotten,” this person shouted while opening fire on the Albanian soldiers. In the official statement, the Albanian Foreign Ministry reacts harshly to Greece, considering it the main culprit of this “vicious terrorist act” and adding that it believes it was a premeditated criminal act by Greek special forces for which the Greek government bears responsibility. The government in Tirana is calling on international organizations to take a stand toward Athens in order to put an end to situations that “aim to raise tension in the south of the Balkans.” p.r.e. New water plants in Albania

VLORE — The fresh waters of Vlore and Tepelene will no longer be wasted. A decision by the National Council for Territorial Planning has approved the construction of two water bottling plants in Vlore and Tepelene and Vlore. The two plants will be built near the water sources and will exploit only part of their capacity, while the rest will continue to flow as usual, thus preserving the ecological balance of the areas. The construction of the plants in Tepelene has been taken on by an Italian company and in Vlore by a joint Italian-Albanian company. Around 400 workers will be employed at both facilities. The production capacity of the Tepelene plant will be about 8,000 1.5-litre bottles per hour, with a perspective of reaching 24,000 bottles. Its products are expected to be marketed both in Albania and for export. The plant that will be built in Vlore, whose investment value reaches 12 million dollars, will operate at an average capacity. Vjosa drowns two young men from the North
PERMET — The “beloved” river continues to kill. On the grim and icy banks of the Vjosa in the south, while trying to cross the river, three local young men were left stunned and, up to now, the bodies of one person who died were found on the banks of the river near the city of Përmet. The version is also supported by the statements of several witnesses. The two drowned persons are the cousins Carcaj [?], aged 18 and 30 respectively, who were both seen in Peshkopi. They were trying to flee tank forces and shelling from the village of Zhepovë to its south; both were discovered while sheltered in the prison of S[e?]alli in Përmet.

TIRANE — Very soon, the profession of notary will also become private in Albania. Such a matter is being discussed by Parliament in the draft law prepared by the Ministry of Justice, and today a four-day seminar begins in Tirana. It will be chaired by the Minister of Justice, Kudret Çela, while the proceedings will be led by Vittorio Di Cagno, President of the International Cooperation Commission of UNCI (International Union of Latin Notaries), a non-governmental organization based in Buenos Aires, which brings together 55 notary organizations from Europe, South America, Asia and Africa. “To turn the notary into a free profession,” Vittorio Di Cagno explains to "Gazeta Shqiptare", “means having a highly specialized figure whose support for foreign investors is fundamental.” At present, 45 notaries operate in Albania, almost all of them state employees, “working without the economic conditions — Di Cagno explains — that are necessary for proper professional updating. As in other countries, it is in fact essential for notaries to have knowledge of every aspect of the legislation in force. Only in this way can they provide their clients, especially investors, with the proper advice to carry out any kind of activity.” The seminar, entitled "The new law on notaries in Albania", begins this morning at 9:30 at the Palace of Congresses. Albanian and foreign legal-sector notaries will attend. The topic will naturally be the role of the notary in the modern economy, and such a debate is part of the new law that the Albanian Parliament is preparing to discuss.

The first intervention in favour of protected areas
BEOGRAD — Two NATO A-10 aircraft, launched from the Aviano base, intervened against Serbo-Bosnian forces to block their advance toward the Muslim city of Gorazhdë in eastern Bosnia. According to information from UN sources in Sarajevo, the attack began at 18:22 on Sunday. The request was made by General Michael Rose, commander of UN forces in Bosnia, after reports that the dramatic situation in the Muslim enclave was worsening. Serb units had been seen moving into the southern part of the city. The aircraft — two American F-16s — struck two tanks and Serbo-Bosnian positions. According to NATO diplomatic reports in Brussels, as a result of the intervention the attacks against Gorazhdë have stopped. This is the first time NATO aircraft have entered action in support of the protected areas declared by the United Nations in Bosnia. Ship seized while heading to Albania
Monopoli, illegal trafficking?

The ship was called «Plergjorio» and had no sailing documents at all and no safety equipment. The ship «Plergjorio», the so-called «old-timer of the sea», built in 1956 and 21 metres long, had requested help when it was 12 miles from the Apulian coast and was heading for Albania; only one cub vu was in its engine room.
