Massacre by a car bomb

Terrifying attack in a neighborhood of Çorovodë Massacre by a car bomb Explosion: 2 killed, 5 injured A family is hit. Among the victims is a 9-year-old boy SKRAPAR — A mysterious car-bomb explosion in a neighborhood of Çorovodë. The horrific incident — which occurred on Wednesday evening — in addition to the tension and fear, also caused the immediate death of two people, among them a 9-year-old boy. Victims of this unheard-of act also include 5 companions, who were seriously wounded and immediately taken to the city hospital for treatment. Although it remains mysterious why, the tragic incident has been confirmed as involving the placement of a car bomb. According to the first reports — and following the announcement by the Skrapar Police Commissariat — it is known that Zarzava — unidentified persons had placed on a car, specifically in its engine, a powerful explosive device. Immediately afterward, 9-year-old Bashkim Pelivani was found dead — mangled by the powerful explosion — while Fatime Pelivani, 60 years old, could not be saved, although she had been taken immediately to the hospital. According to residents from Çorovodë who spoke to Gazeta Shqiptare — present at the scene after Wednesday’s explosion — Fatime Pelivani was accompanied by two other people. Initially in very serious condition and under the care of the doctors at the city hospital. It is still not known whether the "explosion" is connected to the Pelivani family, the main victims of this tragic incident. In any case, three women, whose names have not yet been made known, were also hospitalized on Wednesday in very serious condition. For the tragic explosion in Çorovodë, forces were deployed on Wednesday evening, but they have still not confirmed the identification or capture of the perpetrators responsible for this tragedy for the Pelivani family. Likewise, because of intensive and highly confidential investigations, no explanations have been given either regarding the explosive materials found inside the stove. This is perhaps the first case in Albania in which individuals have mined, in order to achieve their inhuman goals, a car bomb as a murder weapon. Last August public opinion reacted to such an explosion — in fact a very weak one — near two cars parked in the "Avni Rustemi" square in the capital, at the taxi stand. Although loud, the explosion had only caused broken windows and damage to the right side of the car. Wednesday’s incident, by contrast, has caused a victim. The ongoing investigations will shed light on the car-bomb method in Çorovodë, the most sensational revenge case in Albania. What remains after the explosion of a car bomb Edmond Laçi

The land market is born: the value of plots is set

The price will be calculated according to population, proximity to the road and building capacity. Three categories for tourist areas The bill will be discussed in Parliament TIRANË — Soon, plots in inhabited centers and tourist areas will also have their own sale and purchase prices. In implementation of the law "On the return and compensation of the property of former owners," Parliament has been presented by the Government with a draft law for approval that sets land prices for the purpose of compensating former owners. Prepared with the help of specialists from the World Bank and USAID, the draft classifies plots according to location in inhabited areas and tourist areas. For setting the price of a plot in both of these divisions, the main factors considered are the relevant center for inhabited areas, the location of the plot in relation to main roads, as well as its suitability for construction infrastructure. The compensation price for a plot located within the boundaries of Tirana is 400 lek per square meter. In other cities the price will be lower and will be calculated by multiplying the base price of 400 lek by certain coefficients — 0.5, 0.25, and 0.125 — set according to the city’s population. Tourist areas are divided into three categories. The compensation price for plots belonging to the first category is proposed at 800 lek per square meter. For the two areas in the other categories, this price will be calculated by multiplying the 800 lek price by coefficients of 0.5 for category II and 0.25 for category III. The approval and implementation of this project are linked to increased possibilities for carrying out the compensation process for immovable property. It will create conditions for the use of securities and guarantees, which can be used to carry out transactions in the privatization process. F.a. Ar. St. Land prices in cities and tourist areas Type of plot per square meter Price in lek In Tirana 400 In cities over 30,000 inhabitants 200 In cities with 10,000-30,000 inhabitants 100 In cities under 10,000 inhabitants 50 In tourist areas of category I 800 In tourist areas of category II 400 In tourist areas of category III 200

The biscuit mystery: the Ministry blocks them

Order The biscuit mystery: The Ministry blocks them TIRANË — The hesitation has now ceased: 3,500 tons of biscuits arriving from England at the Port of Durrës on the ship "Odesskiy Komsomolets" have been temporarily blocked in the state reserves warehouses by the Ministry of Agriculture. Although analyses carried out by specialized institutions indicate normal biscuit parameters, the Ministry of Health has categorically opposed their consumption by people. Even insistence that specialists be consulted in the case of using the food for animals was rejected. The argument: although they do not pose a poisoning risk, the 30 years that have passed since the production date have diminished the nutritional value of these biscuits. Thus the explanation raised by Gazeta Shqiptare for these so-called humanitarian shipments has received an answer. Yet part of the mystery remains dark. It is still not known who will be the beneficiary of all the goods for distribution to all. The ship "Odesskiy Komsomolets" remained in the Albanian coast for almost a month while unloading the cargo at the port. Andrea Stefani

An Albanian diplomat is expelled from Athens

Greece: reduce the staff TIRANË — Another Albanian diplomat is forced to leave his post at the Albanian Embassy in Athens. The Greek government announced on Thursday its decision to expel yet another representative of the Albanian state on the grounds that he was unwelcome as a retaliatory response to Tirana’s decision to reduce the permitted number of diplomatic staff in the two countries and beyond the individual. Within the next few days another Albanian must leave Greek territory. The Albanian diplomat Ahmet Lala, 48, is the second in a row to be forced to leave his post. A few days earlier, Kastriot Rodo, First Secretary of the Albanian mission, had been expelled by the Greek authorities. The decision to remove Rodo had been taken by Athens after Tirana’s decision to expel the Greek Consul General in Gjirokastër "for activities not in accordance with his status." "The Greek side asked that one of us leave, but without naming him and without calling him an unwelcome person — Shpëtim Mezini, Second Secretary and the person currently heading the Embassy, tells Gazeta Shqiptare — the decision to remove Lala in practice came from Tirana." /a. bax./

A girl commits suicide with rat poison

— Another young person becomes a victim of suicide. It is the 17-year-old Zana Gjeci, who in a moment of despair ended her life by her own choice. Gjeçi, from the village of Topojë in the Fier district, used several tablets of fotoksinë — a very powerful drug used to poison rats — whose effect was very rapid. Only a few minutes were enough for the girl to start writhing. She was then taken to the hospital where, unfortunately, despite the efforts of the doctors, she could not be saved. "It was far too late for our intervention — the emergency doctor told Gazeta Shqiptare — she had been brought to the emergency room after the poisoning." En. My.

Sellers, watch the price

TIRANË — From now on, no seller will be able to "play games" with the price. It must be marked on special cards and placed near the goods being sold. A price list must be displayed in a visible place in the shop. This is the content of the latest notice of the law on prices and tariffs approved by Parliament. The new article also provides for heavy fines for all traders who avoid compliance with this law. Such a measure had long been proposed by the Consumer Association.

Fishermen released by Greece

— The 4 members of the crew of the Greek fishing boat "Ajos Vasilios," seized in the waters of Sarandë last Friday, have now been released. The district prosecutor’s office has thus decided to dismiss the criminal case against these individuals. The navy has left the detained vessel at the disposal of the authorities on the coast of Sarandë. The fishermen had been arrested by the forces of Naval District No. 4 on 15 April while fishing in Albanian waters. They were later questioned at the Sarandë police station, as they had been armed on board their vessel. Another crew of a fishing vessel was being pursued this week, which belonged to the submarine of the Republic of Albania. p. re.

Adoptions, arrests again

A doctor and a lawyer in prison The story of children given abroad returns TIRANË — The story of the adoption scandal returns once again. According to those arrested by the Tirana Prosecutor’s Office, two people accused of involvement before the explosion Ali a i blocked it with a decree also arrestive. Lirimi Shyti — one of the lawyers responsible for the mass adoptions in Albania — was taken in Tirana while the criminal case had in fact begun back in August of '92. Since that time, Shyti, 60, had also been declared wanted by the public order authorities, while he had left the country — living temporarily in Turkey. The other person — also implicated in the documents — is the Albanian doctor arrested a few days ago. This is Blerim A. Vrysi, the accusations refer to "providing testimony" for the adoptions. It was precisely these so-called illegal "abroad" adoptions that were charged as the cause, leading to Albanian parents having brought in two or five men gusur and the Deputy Prosecutor of the Republic, Vasil Plaku. Along with him was also tried the head of Befotfor in Durrës, while the sensational adoption process had sparked reactions and conflicts even beyond the main case, many decisions in the early moments of the transition in Albania. They had been carried out in various ways illegally. Even the director of the National Adoption Committee has occasionally denounced new facts about the phenomenon in connection with the adoption of children, very often by foreign citizens. In any case, the last two arrests are part of separate investigations into the new adoptions. Meanwhile, the justice authorities have also accused other people who have still not returned to Albania. Prices for notebooks are liberalized too

TIRANË — The prices of domestically produced notebooks have also now been liberalized. The reason for adopting this measure is the latest Government decision published in the official gazette, and it will very soon be implemented in this way. According to the provision, the producers themselves will set the price according to their own speculation in the uncontrolled market. Explains the director of the Durrës Printing House, who until now has carried out cost calculations, especially for schoolchildren. Their production and price had always been set by the state, which often did not force them to sell at a low price, 16 to 12 times higher. The decision to liberalize these prices will certainly allow this product to cost much less, since other products have come from foreign markets, thus eliminating any speculation on the market price. /a. bax./
