With shortages throughout the country, during these hot months Albanians will once again have to face this annual problem and the exhausting — now familiar — ordeal of filling buckets. The core of the problem and the burden of dealing with it, according to specialists, is quite serious and will require not only work but also substantial funding. In much of the country the situation is critical; especially in the cities where the water-supply network cannot meet demand and where the necessary investment is lacking. In general, in all the cities of Albania — especially in Tiranë, Durrës, Vlorë, Fier, Elbasan, etc. — the supply of drinking water during the summer is limited to set hours. In some areas the water comes for only a few hours a day, while in many others only in the evening or at night. According to specialists from the Ministry of Construction and the water utilities, the level of investment for this year is still insufficient to solve this problem once and for all. Only partial interventions have been carried out, mainly repairs and the supply of materials, while new construction is progressing slowly. Meanwhile, the existing distribution pipe networks in many areas are damaged, and in most places they are worn out. The consequences of their age are felt especially hard in Tiranë, Shkodër, Elbasan, Fier, Gjirokastër, Korçë and Peshkopi, where every breakdown causes long interruptions. There is also no shortage of problems with electricity, which often causes pumps to stop and creates new difficulties in supply. In some cities there are also references to illegal connections, large network losses and the lack of meters as causes of the serious situation. According to specialists from the Ministry of Construction, the situation improves only partially, but a complete solution cannot be expected this year. For the water utilities, we have invested little in 1994, 440 million lek, which we have allocated according to requests. Armand Mero
