Only partial interventions have been carried out, mainly repairs and the supply of materials, while new construction is progressing slowly. Meanwhile, the existing distribution pipe networks in many areas are damaged, and in most places they are worn out. The consequences of their age are felt especially hard in Tiranë, Shkodër, Elbasan, Fier, Gjirokastër, Korçë and Peshkopi, where every breakdown causes long interruptions. There is also no shortage of problems with electricity, which often causes pumps to stop and creates new difficulties in supply. In some cities there are also references to illegal connections, large network losses and the lack of meters as causes of the serious situation. According to specialists from the Ministry of Construction, the situation improves only partially, but a complete solution cannot be expected this year.
