“Here’s what the Sigurimi files contain”

For their “good work,” spies were also rewarded with Enver's works Speaks a former senior official For their “good work,” spies were also rewarded with Enver's works “Here’s what the Sigurimi files contain” Speaks a former senior official Two opinions on opening the files TIRANA — Thousands of files were drawn up, most of which are still kept in secret archives. They were of two kinds: one group contained information collected by numerous informants, and the others contained the collaborator's personal data. Only a limited group of people knew their contents. After the old debate about opening the files was revived, it has been taken up by officials of the former Ministry of Internal Affairs. If the files are made anonymous — he writes — the first files contain important information from informants sent into organizations, institutions, neighborhoods and villages. Another part consists of the personal data of people who cooperated with the organs of the State Security. What do the Sigurimi files contain and were there cases of their destruction? There were two kinds of cards, drawn up from information collected by informants and information cards giving the informant's personal identity. Only an authorized group of people could become familiar with them: operational officers, his chief, the head of the branch and the Party secretary in the district, who was in fact the plenipotentiary of the sector. — In 1991, when the SHIK organization was restructured, it was decided that the files containing denunciations for agitation and propaganda should be destroyed as swiftly as possible, if any remained. Is there a possibility that they contain false information? “Generally, the information gathered by informants was cross-checked with parallel agents. No fewer than two knowledgeable people worked on the same target. They did not know one another. In some cases, verification was done with operational techniques, mainly by recording conversations with a tape recorder, which were more manageable than a matchbox trap.” How was information from informants used and what was the main object of their work? Previously, persuasion was used, then public exposure in the case of serious arrests. In cases considered more extreme, arrest was made immediately, without going through the stages mentioned earlier. The accused was confronted with two or three witnesses. Arrest was always more likely when there was material “evidence” supporting the accusation and the testimony — the regime — mainly the recording of the conversation — was among the candidate's belongings — and not in the file, the last card used — then the collaborator was burned by being presented as a witness. It is understood that from that moment he no longer had any value as an informant. The main target of operatives with agents were academics, who at the time were considered declassed, the interned, and families that had members related by kinship to foreign citizens. Sigurimi agents found it difficult to make denunciations in prisons. Tourist hotels were another broad field; here at least one of the waiters was from the Sigurimi, not counting others who had been recruited in such a way. By what route were agents recruited and how were they paid? “There were some whom the operatives recruited by reminding them of their ‘duty to the Fatherland and the Party.’ For the rest, a method was used that went ‘through coercive material,’ meaning sending them to work for the Sigurimi when compromising information existed. Only in Tirana — together with those who worked for ordinary criteria — about 700 informants were active. There were no fixed rules for rewards, but ‘for good work’ they were given from 100 to 1,000 or 1,500 lek. In many cases the agent was rewarded with one of Enver's works.” (b.c.) Pesticides: now also the risk of explosion

Experts concerned TIRANA — Expired pesticides are dangerous again. After the alarm over the theft of the drums and their use by villagers at the Bajzë station, another concern has now arisen: the high temperatures of the summer season could cause powerful explosions of poison-filled containers, and any rupture could worsen the environmental catastrophe. It is the Environmental Protection Committee that has raised the issue of pesticides once again. A check on the current situation in the warehouses of Milot and the Bajzë station — where 17 wagons loaded with poison barrels are still standing — it is written by experts of this Committee, has shown that the situation — now that the heat is increasing day by day — presents several risks. “High temperatures may pose a serious danger,” say the experts of the Environmental Protection Committee. The heat, it is emphasized in their concern, can cause not only poisonings, but in some cases also explosions. Meanwhile, as a result of pressure from embassies and authorities and internal pressure — due to the heat — there are opportunities for the cans to burst open and crack, as they have been scattered. In Milot I found a damaged 200-liter barrel, with a frightening leak of pesticides — says Xato — the substance contained in the Meliapx sacks. I also noticed another cracked barrel, with the same amount of pesticides, in Bajzë. “So, 217 tons of pesticides that arrived from Germany 3 years ago are still demanding attention. The alarm and the noise caused earlier — both in Albania and in Germany — over the major ecological risk that could be caused were not enough; the situation has not changed at all. Even the protest by Greenpeace, which loaded two trucks with pesticides to send them to Germany, seems to have been ineffective. The special fund of 1.4 million marks, which was said to have been released by the German Ministry of the Environment for the evacuation from Albania and the securing of the pesticide barrels, still does not appear. And while on the one hand representatives of a German company have declared that they must pass as having been assigned to this operation, on the other hand the German embassy in Tirana has issued no official notice regarding this.” Armand Mero

Berisha: “More information in newspapers”

PD Council TIRANA — President Berisha has once again returned to the issue of the press. During a very long speech — in which he addressed the most important problems of the phase the country is going through today — delivered at the meeting of the National Council of the Democratic Party, Berisha addressed Albanian journalists, asking them to work more to provide information and impose themselves less on the weary debate of ideas and politics in which they have been immersed for some time. In measured terms, Berisha also addressed his party's newspaper, calling on it to move away from what he called “empty political debates” and to eliminate insulting terms and phrases directed at political opponents. Before this, Berisha had given an overview of the achievements of the Albanian economy during the two years of government by coalition cabinets led by the Democratic Party. The President again raised the need for urgent measures, grounded in legislation, to stimulate the country's intellectual capital. “In our universities technical trends must dominate, branches that are missing must be opened and new research sectors created. Berisha also dwelled on the problem of the number of students in Albanian higher schools. According to him, starting from the 1994-1995 school year, a progressive increase in the number of students enrolled in universities and other higher schools should be introduced. According to Berisha, these are some more measures that will affect the development and improvement of education, which he called “inevitable and necessary.” “These are only the first measures,” said Berisha, closing his speech before the National Council of his party. Two children killed on the railway tracks

Tragic accident on the Durrës beach TIRANA — A serious event has shocked the citizens of Tirana. Two children, a 15-year-old boy and a 5-year-old girl, have lost their lives in a tragic way on the railway tracks. The incident happened near Durrës, where the two children — according to sources close to one another in Tirana — had gone to spend the previous Sunday. Everything began as an ordinary weekend day, but turned into a serious tragedy. Both victims had climbed near the train tracks by the coast of Kavaja, and as the train was approaching at speed, the little boy tried to cross the track; at that moment the 15-year-old girl intervened and tried to stop the movement, but she could not manage it. The bodies of all three had injuries, and the two bodies were found torn apart. This is the second serious incident of the week on the Durrës beach within a few weeks. ( ) As for Laç... SHKODER — Vehicles continue to kill. On Monday, 6 people from Shkodra — including 2 children — became victims of a road accident at the entrance to the town of Laç. The Barku family — Teuta, Bashkim and their 10-year-old son Dorian — together with their relatives, Agroj and Shpresa Alia and 5-year-old Blertim Nishani, were traveling toward Durrës in an “Opel” car. At the entrance to Laç, their car collided badly with a bus on the line coming from the opposite direction. As a result of the collision, both vehicles had very seriously injured people, who were taken to the Tirana Emergency Unit where they were immediately admitted to intensive care. Ar. Me.

Relocation

Where the families of Bovilla will go TIRANA — The residential area for the inhabitants of Zall-Herr, Bujqësit, Buzallët and Rrazës has now been determined, as their villages will be flooded by the Bovilla reservoir, which is under construction. The new site will be in Bathore, at a distance of about 1,500 meters from the Tirana–Fushë-Krujë national road and about 300 meters from the road that goes to Zall-Herr. The urban study — drawn up specifically for these residents and approved by the National Territorial Planning Council — provides for a large area that will fully meet the requirements and needs of the 1,700 families that will be relocated. Thus it has been planned that for each family in particular — 209 houses will have a living area in the city — an area of 500 square meters will be made available, within which a grain store as well as a livestock stable will be located. The new residential area for the displaced villagers — according to representatives of the Municipality and the enterprise — will also have the necessary auxiliary facilities such as a service and commercial center, roads, a school, a nursery, kindergartens as well as sports and cultural grounds. The houses will be built as two-story buildings, designed according to the new standards as such in recent times. Ar. Me.

Had killed: sentenced to 18 years in prison

Had killed: sentenced to 18 years in prison FIER — He had killed a fellow villager during an argument, and now he must serve the 18-year sentence (!) handed down by Justice. On Sunday, the Fier District Court sentenced 19-year-old Altin Muça to 18 years in prison. Muça was found guilty of an act that took place almost a month earlier, in a quarrel that began between two brothers and then between two cousins. Later, one of Muça's relatives, Dashnor Hata, had intervened and was killed by a lethal blow. Now Muça must also await the decisions of the higher courts.

Archaeological heritage at risk

KUKES — Destruction and damage are becoming very extensive in many archaeological areas of the Kukës district. More than 20 years of scientific research are now at risk of being lost without leaving a trace. We are talking about drastic damage to the archaeological heritage of that district. In the small towns near Krumë, such as in the area of Tanjë (?) of Mucaj, there is almost nothing left to save. The traces of the Koman culture and the main features of the other period are disappearing. The old graves have apparently been built with similar material, have been looted, crushed, and sold in the country's markets. This is damaging not only the cultural sites, but also Albania's image.

At the end of the show, designer Nadja Milo was declared the winner, while the young Orjona Kaçaku was named the best top model. HAS, MAJOR DESTRUCTIONS IN FRUIT GROWING — Uncounted damage is taking place in the fruit-growing area of the Has district. More than 24 hectares of orchards of the former Fajza agricultural enterprise have been completely destroyed, and planting is waiting on another hectares in the former agricultural enterprise of Krumë, from which no harvest is expected. The situation is extremely serious also for apple and plum trees, where as much as 80 percent of the 80,000 roots have been damaged while the rest is in a state of degradation. Despite favorable prices for selling the trees, almost no one is buying them. KUKËS, 15 VILLAGES WITHOUT SCHOOL FACILITIES — Reservoirs remain without school facilities six of their own in '94-'95. 12 villages in Kukës. Some of the current buildings have had their owners return, while 3 are publicly dilapidated. Under these conditions the district council has decided to buy some new premises from villagers, but so far no funds have been secured.
