The minority gets more schooling

New classes in Greek now The Government’s new decision will be implemented starting with the next school year TIRANE — Albania has decided to give minority communities more opportunities to educate their children in Greek. The Albanian Government has defined this decision, approved so that the past is recognized, and makes it known even from a few days ago. Apparently Tirana did not want its decision to be associated with the so-called process of the “fifths” of Omonia. The most important point of the latest decision concerns classes for minority children even in those areas where the Greek-speaking population does not form the majority. Soon it will thus be possible to open separate classes for minorities also in Sarandë, Delvinë, Ksamil and in some other places. The decision, which had long been prepared by specialists from the Ministry of Education, who also consulted experts from international organizations — besides reaffirming the full range of educational rights of the Greek minorities and of those areas where they already have their own schools — sets out the criteria and procedures to be followed for the creation of classes in which Greek will be taught, specifically for those areas where until now education in Greek had been lacking because under Albanian legislation the conditions for opening a school were not met. The criteria in this case will also be in line with those laid down for all Albanian schools. According to these rules, a class — and therefore also a class for Greek-speaking children — may be opened if a certain number of pupils is reached and if an approximate ratio between the number of teachers and pupils is achieved. At present the acceptable number of pupils for one class is 25–40 pupils and the teacher-pupil ratio is up to 1/10, although in many cases it is even lower because of the acute problems of education. But it must be the interested parents themselves who take the initiative to open these special classes. According to the procedure set out in the decision, the request must be submitted to the state authorities by a group of parents living in a given territory. The request is first examined by the Educational Directorate of the relevant district and, if it complies with the criteria set by this decision, it is sent for approval to the Prefect of the district, no later than one month before the start of the school year. The Prefect and the Minister of Education are the only authorities that can approve the opening of new classes for Greek children. It is still unknown how Athens will react to yesterday’s decision by Tirana. But it added a positive step amid a rather small number of others. In Greece there has been a great uproar over an instruction from the Albanian Ministry of Education to create combined classes in schools throughout the country. This had been considered a “attempt to restrict the school” belonging to minorities. Even Papandreu himself went further, saying four months ago, when asked about the situation of minority schools: “Albania should allow education in Greek throughout all its territory, and even allow it for Albanians who speak only Albanian.” Greek is a language that is needed. “Tirana, of course, is not inclined to meet such a demand. Hoxha’s spending stories return

Gradeci trial TIRANE — The stories about Hoxha’s spending during the years of his rule are once again back in the spotlight. It was the trial — which began on Friday — against Sulo Gradeci, former Commander of Enver Hoxha’s Security, that also brought back to the “stage” many protagonists — as witnesses — people who had previously served in Hoxha’s “empire.” Accused of “appropriation of state property” and “abuse of office,” the 73-year-old Gradeci, on the first day of his trial, did not admit the charges, which among other things also condemned him for about 33,000 dollars. Among the first ten witnesses were former members of the service staff around the Hoxha family, former drivers, farm workers, tailors, economists, one of the former attendants, one of the household cooks, from whose budget substantial sums of foreign currency had been taken dozens of times to buy medicines for dictator Hoxha. In this trial the former Minister of Health, Ali Ajdini, the former head of department at the Ministry of Internal Affairs, Spiro Koleka[?], and others will also testify. “My formula: cured all hair-loss sufferers”

Curious account of a doctor TIRANE — “They may even call me crazy, but the truth is that I have discovered the mechanism that explains natural hair loss and I can fight it by curing it.” Pavli Poro, over 40, constantly followed by everyone’s disbelief, in fact considered for many years — by a wide circle of people and even by doctors themselves — as “mentally ill” because of his ideas about natural hair loss, is ready, in a world where the enigma still circulates: why do people lose their hair? How do you prove that you have really discovered the mechanism that explains natural hair loss? “For the moment I cannot give many details because they are a secret. I can say that this type of loss is not entirely hereditary, as is thought, but that there are several other causes that science does not accuse, while I can. On the other hand, I have discovered that the phenomenon of natural hair loss can be fought only through local care. But my feeling is that I have reached a stage of doubts without being sure. I have even managed to trigger hair growth in people whose hair had been gone for two years. I am ready to confront anyone on this issue.” When did you decide to make your result public? “I am now at the end of a complete study. When it is ready I will send it to the appropriate organizations and people, so that this study does not get lost and remains mine.” How did you arrive at the conclusions that you say you have already discovered? “Through many experiments and observations. I can say that in a certain way my life has been tied to the study of hair loss. It started when I was 17, when I was already losing the hair on the front part of my head. It was a real concern, since many members of my family had also lost their hair. I tried everything, but the best doctors of the time had no effect on me. Then I entered the Faculty of Medicine and began reading and observing why this phenomenon occurred. Why does hair fall out in the middle of the head and not on the sides? Why does it fall out in men and not in women? Meanwhile I began experimenting on myself with different preparations that I made myself. After five years I noticed that the area where I had lost my hair began to fill in again. When I later spoke about it in narrow circles, they did not believe me and called me crazy. Still, at the end of the 1980s, when I prepared an article for “Shkenca dhe Jeta”, they did not publish it because it seemed something abnormal. Now I have been experimenting for more than nine years in my home practice and I have treated more than 1,500 patients. (I have their names and addresses regularly recorded). All those who carried my treatment through to the end have had results.” What do you prepare the medicines with? “I prepare them myself. They contain plant-based ingredients and chemical substances. But the proportion of the ingredients is partly known, especially in the psychological therapies, which are very necessary.” Many fellow doctors do not believe you. Doesn’t this make you think and ask why this happens? “It is simple. By thinking that the world still does not know the mechanism of natural hair loss, and it is possible that this has been achieved by an Albanian. However, I am sure that this concept will be broken. A diver’s bad dive: paralyzed

VLORE — A rare misfortune for a 25-year-old man from Vlorë, especially in a city where people are so closely tied to the sea. A mistaken jump from the rocky heights of Jonufri caused him immediate paralysis of the vertebra — the cervical one — of the first vertebra. He was then immediately transported to the surgery department of the Vlorë Hospital. According to the doctors, “during the head-first dive, the tragic mistake also caused confusion of the spinal cord, which led to the patient’s complete paralysis.” After the incident that occurred on the afternoon of 1 September, the prognosis for Likes’s health condition remains reserved. The earth kills again: stoned to death after many quarrels

Elbasan, the killer is being sought ELBASAN — After a relative silence, the dark shadow of “revenge” returns once again to the villages of Elbasan, with the victim being a 46-year-old man from Gjinarri with the surname Çullhaj. The victim was savagely beaten at midnight while returning from a dinner to which he had been invited. The killing made a strong impression because of its barbarity. The attackers — the names of the persons under investigation have not yet been made public because of the secrecy of the investigation — were not satisfied with an ordinary killing, but continued to strike him with whatever they had, battering his head with Çullhaj. The police are now searching for the killers, who have still not been identified, but the reason appears to be quite clear: land disputes. The victim himself had appeared several times at the Police Commissariat complaining about serious disputes in the village over a field. (Me. Kl.)
