TIRANE - The UN’s Crystal Palace may well be the next diplomatic venue where the issue of the frozen relations between Albania and Greece will once again be discussed. This will happen as the head of Albanian diplomacy flies to New York at the head of a delegation that will represent the country at the 49th session of the United Nations General Assembly.
His Greek counterpart has been in the American metropolis for several days, accompanied by Defense Minister Arseni. Papulias — according to sources from Athens — has ruled out any possibility of mediation between Greece and Albania by the Secretary-General of the United Nations Butros Ghali. In fact, shortly after the serious Peshkëpi incident, the UN Secretary-General had sent a letter to the Greek and Albanian authorities, stating that he was ready to mediate between the two countries if both sides agreed to such a step. But while Albania has always pursued a line of dialogue in the presence of a third party, Greece, under the constant pressure of nationalism, seems to have had difficulty expressing support for this path.
The most recent case was a few days ago, when Nikoll and Jupofi had proposed to the Greek authorities that its disagreements with its Balkan neighbors — Albania, Macedonia and Turkey — be made the subject of discussion by the European bilateral troika, currently made up of Germany, France and Greece. The proposal had caused concern in Athens. Many political forces had described the European stance toward Greece as unfair and one-sided. Only on Friday, after a long meeting between Karamanlis and Papandreou, had positive signals been given regarding the declaration.
Diplomatic sources from Tirana have meanwhile provided no concrete details about the eventual meeting and its outcome in New York. An official communiqué distributed by the Press Office of the Ministry of Foreign Affairs referred only to “constructive messages and the urgent need to mediate a new architecture of stability, security and mutual trust in the Balkan region and beyond.” Apparently Albanian diplomacy preferred to wait for the stance of the Greek delegation at the UN General Assembly, a position which, from the statements of senior Athens officials, especially in the last two days, was still difficult to define. — Selling your own child is a heavy decision; how did you come to make it?
I have no other way. If I want to be saved from the terrible pressure I am under now, my mind went to this path, which can save us. So, by selling the baby, we think we will at least save the other four children.
— Have you thought about the future parents of your child?
The decision we have taken is not an easy one, precisely for this reason we will give the child up in the form of adoption in exchange for a reward — although it would be a stranger who might pay the sum. Only in this way will we be able to pay off the debts.
— Don’t you think that making your request public constitutes an illegal act?
I said it before, after I had tried everything and after I had closed off every path I had thought of, this is the only way for our family to survive. As for the way the child is handed over to another family, that can also be done as a simple act of adoption, of course after the money we are asking for has been delivered.
How much have you thought of asking for your child?
The amount is high, at least several tens of thousands of dollars, otherwise the aim would have been pointless.
— And now that only a few days remain, how are you awaiting the birth of your child?
Anxious, like any couple waiting for a child to be born. Like all parents, we hope everything will be normal and that the baby will enjoy full health. We have started making the preparations that are done in such cases. Then comes the fate this child will have, and great sadness rises in our throats. (ST.Ma.)

TIRANE — The first Bar Association in Albania is being established. It was the lawyers of the capital who, among 175 legal professionals, elected 11 Tirana lawyers who will later represent them in the Bar Association of Albania. Meanwhile, Maksim Haxhia — former Prosecutor of the Republic — and Arben Vani were elected by secret ballot to the positions of chairman and secretary of the Tirana Bar Association, at a meeting that lasted about eight hours and attended by Albania’s Minister of Justice, Kudret Cela.
This new organization of Albanian lawyers was made conditional by the Law “On the Legal Profession in the Republic of Albania”. The work of jurists in this field is regulated by a mandatory law from ’91, while the new one has envisaged many changes, especially regarding the exercise of this profession. Among other things, a more complete and clear status has been established, dedicated solely to the registered jurist authorized to practice the profession, and on the basis of ability and qualification or seniority in legal work, categories of lawyers have also been defined. The new law also provides for a qualification exam before a commission appointed by the Minister of Justice. For disciplinary liability, in addition to lawyers being subject to sanctions, fines of up to 500 dollars or deprivation of the right to practice the profession for up to 5 years are also предусмотрed.
