Albania should not do, according to the Political Committee
TIRANA - Albania’s admission to the Council of Europe will be made conditional if our country agrees to carry out a moratorium on the death penalty. That was the decision taken yesterday by the Parliamentary Assembly in Strasbourg, which has decided to grant Albania full member status. The condition is the acceptance of a moratorium on the death penalty. If the Albanian Parliament were to block this request, then Albania would not be able to become a member of the Council of Europe until January 1996. Yesterday’s decision was received coolly by the Albanian government, while the opposition called it a victory. The Political Committee of the Council of Europe praised the Albanian government’s commitments to democratic reforms, but also called for an expansion of the rights of national minorities.

According to reports, there have again been incidents between refugees and law enforcement forces.
Tragedy in ruins: a woman dies over 15 hours
TIRANA - The ruins of a collapsed building in the capital trapped a woman beneath them, and she died after spending 15 hours under the rubble. The serious incident happened yesterday morning and sparked reactions over the lack of safety measures at a construction site. Witnesses said the victim had gone near the damaged structure when part of a wall suddenly collapsed. Emergency services intervened late, according to residents of the area.
