For this reason, specific legislation is required, and not just a general treatment of Albanian emigration.” According to Pëllumbi, one solution would be to encourage the seasonal and legal emigration of Albanian workers to Italy, including the free labor force, which should also be provided with sufficient training.
TIRANE - Speaking yesterday about the proposals he has submitted to the Italian government, Servet Pëllumbi said that “another way must be found to deal with this issue and it would be better to create a clearer legal framework.” He said that legalizing emigration and recognizing the status of Albanian emigrants would reduce the pressure of clandestine crossings. Pëllumbi added that “there can be no lasting solution without bilateral agreements and without the involvement of European partners.”
