Strasbourg applauds: Albania in Europe

Arbëori signs 9 amendments: the death penalty is blocked At 11:30 yesterday morning, the Parliamentary Assembly unanimously decided that Albania should be in the Council of Europe. In this way, a three-year diplomatic battle by Albania with this body came to a successful end. But yesterday there was also a condition: Amendment 9 of the European Socialist Group stated that the Council of Europe expresses the hope that Albania will denounce the articles of the Penal Code that provide for the death penalty and will establish a moratorium on executions. The amendment was accepted and after several discussions Albania signed, pledging that it "will examine, in due time, the possibility of introducing a moratorium". "ShIK oversteps its powers"

Helsinki’s strong protest TIRANË.- The National Information Service proposes, through a law, to obtain powers that make it a secret police. Such powers, according to the PS parliamentary group, include civilian oversight of the activity of this institution, suspicious surveillance, and accountability before state bodies. Other matters also concern civilian control over its activity. These violations, socialist parliamentary group deputy chairman Edi Rama accuses, have been made clear in the content of the draft law. "This draft law gives SHIK the right to interfere in a person's private life, to tap telephone conversations, to keep private premises under surveillance, to search homes, to use weapons, to arrest for 10 hours, and even to conduct preliminary investigations". According to him, all SHIK activity is controlled and not regulated by any institution. "This government has set up a secret police, given it broad powers, taken it out of the control of the judiciary and through this force opposed the rule of law". According to the Helsinki deputy chairman, the group has viewed the work against citizens with concern and has addressed a letter to the President of the Republic, the Speaker of the People’s Assembly and the prime minister.
