After much discussion, the “skeleton of the document” on which Europe’s future position regarding the much-debated elections in Albania will be based has finally been decided. “No more parliamentary elections in Albania, but take care of democracy”: the European warning was issued yesterday in this form by the central offices of the Council of Europe. It was a seven-point draft resolution that represents the latest position of the European pyramid on the Albanian elections and the post-election political climate. The fate of the European document will be decided this afternoon by a vote of the Assembly’s members. “We are satisfied with the resolution, whose essence calls for new elections,” Neritan Ceka, leader of the Democratic Alliance, commented on the initial draft of the resolution, which is expected to be voted on today. Surprisingly, there is optimism among the Democrats, too. “The most important element is the declaration that the elections were legal,” Tritan Shehu said yesterday, adding that “Europe has converged on the same points as our position: namely, that the elections were legal, but with some irregularities.”

Meanwhile, yesterday the local authorities and Tirana’s Directorate of Hygiene also ordered the closure of the shop where the dangerous ice cream had been made and sold.

“The United States of America supports a solution by the letter that John Kornblum, the U.S. Deputy Secretary of State for European and Canadian Affairs, sent to Neritan Ceka, leader of the Democratic Alliance party. The letter, which arrived yesterday at the headquarters of the liberal democrats, provided a “Curriculum” of all the statements through which the State Department analyzed the post-election situation in Albania. In his letter — addressed to Ceka — the senior American official even did not hesitate to ask this party “to cooperate with sincere efforts to investigate and correct the electoral process in Albania.”

Court of Cassation: Legality Department disbanded
There is no legal review at the Court of Cassation. Yesterday, the president of this court disbanded the Legality Department. The new changes are provided for by the New Code of Civil Procedure, which entered into force on August 1 of this year. The changes had begun as early as August of last year, when the New Civil Code abolished legal review for those convicted of criminal offenses. Until now, the General Assembly of the Court of Cassation had met only to consider requests for review relating to civil cases. But the Civil Code no longer provides for this. For this reason, the president of the Court of Cassation, Avni Huna, disbanded the Legality Department. He dismissed all the employees of this department, who are to be reassigned to other sections within the court; as for the third [unclear], he explained that he would ask the High Council of Justice to find them positions.

For each city-bus ride, when passengers pay ten lek, the conductors give them a “Brooklyn” brand chewing gum. In addition to the traditional cloth wallets they used to carry, they now also keep the new chewing gums—stuck to the key ring—and carry a pack of ten pieces. They hold onto these, stop the bus, and buy more to sell on the bus afterward.
It rarely happens that a passenger refuses the change “in kind,” but if they come across the little packet, they start to protest. This is an original “advertisement” seen every day on Durrës buses, especially on hot days, when the flow of passengers is much greater than usual. The buses are filled with the selected American aroma and flavor. But passengers act more or less the same way, too. Instead of the six lek the ticket costs, some offer the conductor two chewing gums, or one gum and 5 lek. “I buy the chewing gums wholesale, and this way the workers earn more,” says a conductor on the beach route. She continues to jostle with the many people crowding in, and while trying to provide passengers with a ticket for their journey, she advertises the familiar “Brooklyn,” refreshing and delicious.
