REZEA XHAFARI
After many discussions in yesterday’s sitting, on the basis of the amendments and additions by MP Hamiti, the resolution was approved, according to which Albania’s achievements after the 31 March elections are affirmed. The role of the opposition is stressed as necessary in parliamentary life and in the country’s political life. Concern is expressed about several serious defects observed during the elections and correction of the electoral code is demanded. The resolution emphasizes that dialogue between the political forces must continue. At the same time, further efforts are requested to implement the obligations undertaken toward the Council of Europe.

Albania’s chance to become a full member of the Council of Europe, and not a member with special guest status, this time seems to be taking on more concrete form. While political discussions in Tirana about the elections are at their height, it has been learned that in Strasbourg the Parliamentary Assembly of the Council of Europe gave its approval yesterday to Albania’s admission to this body. According to the report presented by the Italian MP E. Aglietta and after many discussions, the assembly decided yesterday to propose today to the ministers’ forum Albania’s entry as a full member of this Council. The special document to be voted on today states that Albania has justified its membership through the progress made in meeting the conditions set by it. It refers to the fact that Albania has acceded to a series of agreements, including the European Convention on Human Rights, and has made significant progress in local government and in the modernization of legislation. The report assesses the reform situation currently being carried out in Albania. It praises the achievements of local government and the work of the authorities in efforts to modernize the country. However, the resolution mentions a series of unresolved problems attributed in particular to the holding of the general elections last May, which according to Council of Europe experts did not meet the required standards for free and fair elections. Despite these reservations, the assembly seems to have preferred Albania’s progress so far rather than justify replacing it as a country with special status. It is emphasized that, in any case, dialogue among the political parties must continue for the benefit of democratic processes, and Albania is asked to continue fulfilling the commitments and promises it has made.

On urban transport, chewing gum and no change
The conductors attach an original “banknote”
A “Brooklyn” instead of the change
DURRËS - Chewing gum has now replaced the bus ticket in place of money. In fact, some conductors who have no change consider this an even more convenient solution. In the absence of small change, passengers are given a “Brooklyn” chewing gum as change. Travelers appear dissatisfied, but often accept it for lack of alternatives. This method has become common on some lines and is stirring debate about abuse of public service.
In a statement, some citizens said that this practice is unacceptable and that institutions should intervene.
