The procedure for collecting ballot papers is being established: three people check one another
At the elections, observers “without limits”

The Chair and Secretary of the Central Electoral Commission
TIRANA - Observers without limits for Albania’s local elections. The Central Electoral Commission for the electoral campaign has, by consensus, opened the way for political parties to spread their call throughout Europe and America for as many “vigilant” people as possible to take part in the Local Government Elections on October 20. “There should be no limit on the number of observers; they must submit their accreditation eight days before the elections,” was last night’s decision by the “electoral brain trust.” The Commission members also reached consensus on the arrangements for collecting ballot papers. Unlike the parliamentary elections of May 26, this time the “victory cards” will be collected by three area commissioners. The chair of the area commission, the deputy chair and the secretary must collect the ballot papers delivered to the electoral area they oversee.

The “Kulla” case: senior military officer arrested
Major Ciko: “I don’t know Kulla”
Nehat Kulla
TIRANA - Two more arrests follow the arrest of Nehat Kulla. The Tirana court also ordered the arrest of military officer Mikollaj Ciko, director of the military logistics plant, as well as a farmer from Babrroi, Qani Qerama. Ciko is accused of giving Kulla a police uniform, which he used as a disguise to evade the police, and Qerama is accused of sheltering Kulla when he had been declared wanted. He denied any connection with Kulla. “I had nothing to do with him, so the uniform isn’t mine either,” he said. The other arrested man said the same. He denied having sheltered Kulla, who was being sought by the police.

TIRANA - ‘You should be and remain certain that your good fortune and happiness lie in Albania, which gives you honor and grants you the Albanian name.’ The old document on which these words are written has by now lost its original color. At the time it was produced, it must have had a color very similar to the red of the National Flag; now it has become a rare specimen, precisely the kind of evidence kept in family collections.

POGRADEC, FISTS AND GOALS
. POGRADEC — Albanian football is once again caught up in a maelstrom of violence. While the First Division is going through a calm, trouble-free period, the Second Division has once again come under the weight of tensions on the field between players. It happened in Pogradec, in a Second Division match between the home team and Egnatia of Kavajë, which ended 3–2 in favor of the visitors. Although there was tension during the match, until the 89th minute the incidents had not been particularly serious, but things nearly got out of hand[?] and the teams ended up on the field with the goalkeeper in charge[?]? A mass brawl between players, unjustified challenges. Egnatia goalkeeper Osmëni intervened — according to him — to break up the fight, but ended up caught in it himself. At that point, referee Behari called for police intervention, which had also been requested earlier. The police intervened immediately, and goalkeeper Osmëni and the team’s masseur, Y. Sina-ri, were taken to the station. After spending about an hour there, they were released following the intervention of Fatos Deda, from the Municipality of Rrogozhinë. During this mass brawl, the conduct of both sets of supporters was positive; they behaved impeccably throughout the match. P.R.

. Independent Trade Unions. “We are not satisfied: on October 4 we will go on strike.” TIRANA — “The third meeting of experts, too, produced no satisfactory result. The political meeting will be held by October 4 — the date will be set by government representatives — and the warning remains in force: on that day, work in Albania will be suspended.” This is what the leaders at the headquarters of the Independent Trade Unions told Gazeta Shqiptare. Another meeting has taken place between the experts and the two sides to explain the amount of compensation for bread. According to the trade unionists, government representatives stated that the compensation applies only to bread and does not include price increases for oil and gas. On page 3.

Today, the first day and the first protest
. TIRANA — Today universities open their lecture halls to young people throughout Albania. Thousands of students left home yesterday to travel to university centers. But along with the joy of the first day came the first protest. “Life in the dormitory is unaffordable”—for this reason, at least 40 students from the Faculty of Medicine in Tirana, who live in Building No. 1 opposite the Military Academy, signed a petition yesterday protesting the administration’s decision to double the number of girls in the rooms. The large number of students arriving this year has forced dormitory administrators to significantly increase the number of female students in each room. “Last year we went from three to [an increased number], and this year they’ll put six of us in one room. But the conditions are unbearable. There is water on only one floor, and now we’ll have to queue just to fill a bottle of drinking water. As for anything else, forget it.” This is what a group of sixth-year students told Gazeta last night. They have also signed a petition addressed to the administration, protesting its latest decision.
Refugee child killed by a shepherd
TRAGEDY IN GREECE. Refugee child killed by a shepherd. Strong reactions in public opinion in Athens. TIRANA — Killed in “paradise.” An Albanian minor is left dead by shots fired by a Greek livestock farmer. Thirteen-year-old Adriatik Dobroniku, together with his father and a 16-year-old boy of the same age group, had set out for the Hellenic “paradise.” But everything turned tragic when livestock farmer Llambro Poslovesin, owner of a farm near Paramithia, cold-bloodedly fired at them, killing the boy on the spot and wounding his companion. It was midnight on September 4 when the three Albanians, under the light of a deceptive moon, stopped to rest after a long and fateful journey. The lights of a car disturbed the Albanians’ rest and, thinking it was a police patrol, they ran off into the darkness. But shepherd Poslovesin’s rifle struck young Dobroniku, killing him on the spot. Carrying the dead boy’s body, Adriatik’s father reached the police post after walking two kilometers and recounted his tragedy. “I only wanted to scare them,” said the Greek, Poslovesini, who was arrested just three hours after the crime, with [unclear: vjeçet?]. Found guilty by the prosecutor in Paramithia, the shepherd who killed him now faces charges of negligent homicide, negligent injury, and illegal possession of a firearm. The killing of the young boy has visibly shaken Greek public opinion and sparked strong reactions in the Greek press and media. “The nest from which such whips are launched and cries against Albanians are born is in a state of [unclear: shkelgjer?].” This is what the daily Elefterotipia writes, according to which “the trigger behind these deadly shots is pulled by this criminal clique and the mass media, which unconsciously foster and maintain Albanophobia and fear of innocent Albanians.” r.xh

Juve on top: the legend begins again
. TIRANA - Juve is flying, but without flair and thanks to the referee[?], and after 38 weeks is once again leading the Italian league on its own. Milan won thanks to Weah’s magnificent play and Baggio’s magical goal, beating Peruggia despite playing with ten men. The Italian national team will play its first qualifying matches for France ’98 without Albertini and Del Piero, both injured. In the leagues, the old champions won their next matches. Dortmund, Manchester and Atletico triumphed. On page 6.
