Usury catastrophe: The people and the government face pyramid challenges Andrea Stefani It is difficult to dismantle a state system equipped, as market democracy is, with the self-regulating mechanisms of the private economy, with its strong moral overtones toward social injustice and the public interest. As such, modern governments have always used this system only as a corrector of the shortcomings of market mechanisms. Today in Albania these injustices are taking on dramatic proportions. At least 15 firms that fed the dreams of hundreds of thousands of Albanians of quick and easy profits, thanks to their pyramid schemes, have become a serious threat to the country’s social and political stability. The relationship between the state and these firms was unclear and often contradictory. On the one hand, the state has claimed that these were private activities in which it could not intervene; on the other, at certain moments it has given signs of indirect support, creating an illusion of security among citizens. This crisis is not only economic. It raises sharp questions about government responsibility, the role of oversight institutions, and the state’s ability to protect citizens from mass fraud. If the government wants to preserve its legitimacy, it must act with transparency, determination, and equal justice for all. Otherwise, the consequences could be severe for public order and for Albanian democracy itself.

The opposition has not openly embraced this move, while the government sees it as a risk to public order. Among the citizens who have lost their savings in the pyramid schemes, anger is growing, but so is uncertainty about how this discontent will be channeled. Whether the protest will be spontaneous or encouraged by political actors remains unclear.
