TIRANA - “The talks we held with President Berisha and other senior Albanian officials were useful. They helped establish direct contacts with the Albanian government, although it still seems to have no clear idea of how to get out of the crisis,” said Francesco Aubert, vice-president of the parliamentary delegation of the Council of Europe, yesterday before leaving Tirana.
TIRANA - Asked whether the Council of Europe mission’s mediation had been successful in convincing Berisha and the political forces that Albania is on the brink of civil war, Aubert said that “everyone understands that they must move away from their positions. But Berisha himself, as well as the opposition, does not seem to have much desire to do so. We thought it was important to say this publicly and to send this message to the political parties and the government in Albania.”

According to sources, during yesterday afternoon the PD deputies met at the group headquarters, where there were heated debates over how the crisis should be handled. According to PD deputies, the situation in the country cannot be resolved only by declaring a state of emergency, but also with a political move. “We cannot go to elections without a political solution. This solution must first be achieved in the South, where the government’s action appears to be failing. Once order is restored, the parties and the government will be able to agree on other issues such as the electoral law. Otherwise, the elections will [ ? ] at least throughout the southern part of the country, where the government has lost control,” said one PD deputy.
“The interventions from the center, which the government has called ‘operative’, have not produced [ ? ] any result, because with them the country has become [ ? ] ungovernable. The situation cannot be resolved with the army. The army is failing to penetrate the cities of the South. It has lost its authority. I think the situation can change only with a joint government with the opposition. This position must be decided by the President of the Republic. The creation of such a government, I think, would create conditions for the army, together with the security forces, to penetrate [ ? ] into the South.
