There was never any doubt that the PS victory in the capital would draw everyone's attention. However, in the elections of 21 June, what attracted the most attention from the administration and the international media was the fact that in Tirana the final election result was split almost evenly between the left and the right. Contrary to what was seen in most of the communes and municipalities of the country, where the winner was clearly ahead by thousands and thousands of votes, the difference in the final result of the vote for the two candidates in the capital could not have been more than a few hundred votes. While waiting for the official response to the final result in the capital for the municipal council, what had already become clear to the public was the PS victory for mayoral candidate Albert Brojka.
Supporting this, the official record of the mayoral vote had been posted since Wednesday morning at polling station no. 20/3. This result had been managed to be learned, and in the same way despite the closure of the CEC, which at that moment was blocked by several dozen PD militants.
On the other hand, the fact that the result for the municipal council was being delayed so much and with so much controversy had its root in an element not unknown to Albanian political parties: the division of local power. All the calculations made in the first days after the elections spoke of a very small difference between the right and the left in the number of votes won in Tirana's municipal council. It was precisely this minimal difference that led each side to claim that it had the majority in the council.

In Albania, the number of unemployed people is increasing very rapidly. If in the first months of 1998 unemployment in the country was approximately 17 percent, in the second half of this year it has risen above 20 percent. This has led the government to promise new measures to encourage employment, but the results so far have been limited. If this trend continues, the number of unemployed people will become one of the most serious social problems in the country.
