The state cannot be placed above the law, and the President cannot sign a law that, according to his interpretation, opens space for the violation of fundamental freedoms. This was the position made public yesterday by sources close to the institution of the Head of State regarding the law on SHIK, which has sparked sharp political controversy. At the center of the debate has been the role, powers, and oversight of the intelligence service.
According to the text approved by the Assembly, the president would have serious objections to several articles that, according to the Presidency’s jurists, are incompatible with democratic standards and constitutional guarantees. For this reason, the law is expected to be returned to Parliament for reconsideration.

Named by them with empty phraseology, “worsening of the situation,” Western media and chancelleries are describing with astonishing coolness what is happening in Kosovo. If this were an ordinary Balkan conflict, this silence would be cynical; but since this concerns a possible ethnic cleansing and a new regional explosion, it is also dangerous.
Instead of real pressure being exerted on Belgrade, Europe seems paralyzed, unable to find a common and determined policy. While killings, burnings, and thousands of displaced people are being reported on the ground, diplomacy settles for statements that change nothing.
