The U.S. abandons Bizë

The strike on terrorist bases in Sudan and Afghanistan halts the exercise The U.S. abandons Bizë NATO maneuvers fail in the del. Likin American aircraft withdraw the warships from the Adriatic TIRANA - The maneuver planned in Bizë has not been postponed, but definitively canceled, as has the organization of the other activity in the north, scheduled to take place at sea on 11 September, with NATO warships and fighter aircraft. The temporary postponement in August seems to have been a warning of their cancellation from various sources. This is also confirmed by the fact that the Americans are withdrawing their military forces from Albania. A few days ago the American aircraft carrier deployed near the Albanian coast left, while yesterday the Rinas airport was also emptied of American soldiers. According to sources from the Ministry of Defence, the final reason that pushed the military structures to cancel the two maneuvers is the decision of the United States of America to move to a new phase of confrontation with terrorism. In line with this, according to the sources, the ships and aircraft that had arrived here as part of the NATO maneuvers have been withdrawn from Albania. Military analyses say that only the aircraft have headed to the American military base in Italy, while the warships most likely continued on to the Middle East. Secret meeting between Serbs and Kosovars

Talks led by Fehmi Agani PRISTINA - There had[?] been hope that there might have been good progress in the talks held secretly in Vienna between a Serbian delegation and a group of ethnic Albanian representatives from Kosovo, media in Belgrade reported yesterday. Serbian opposition dailies reported on Thursday's meeting, the first since the bloody events in Kosovo in recent weeks. The dailies said the meeting was chaired by Fehmi Agani, deputy head of Ibrahim Rugova's Democratic League, and by an unidentified Serbian official. Agani did not deny the report. 'I cannot comment on such talks,' he told Reuters. The European Union verification mission in Pristina is trying to contact both sides after the failure of talks between moderate Albanian representatives and Serbian President Slobodan Milošević in May. Agani is said to have met in Vienna with Vladan Kutlešić[?], a former Yugoslav deputy prime minister. A Serbian delegation headed by Vuk Drašković and Nebojša Čović arrived in Pristina on Friday for direct talks with representatives of the ethnic Albanians. The Serbian delegation represented the government of Serbia, but not Milošević. Reports of the secret meeting came as the Serbian government launched a political counteroffensive in Kosovo. The talks involved the presence of members of the federal government, the head of the Serbian Orthodox Church and Serbian party leaders. Representatives of Kosovo's ethnic Albanians said they had not seen the invitation. Dokle and Topalli leave the leadership

Will the Constitution "erase" them TIRANA - While in yesterday's session the socialist Namik Dokle and the democrat Jozefina Topalli entered for the last time into the office of Deputy Speaker of Parliament, initially alongside Speaker Skënder Gjinushi. The reason for their departure from these posts does not lie in their replacement. The changes provided for in the new constitutional draft affect the administration of the Assembly, where there will be only one deputy speaker. The active formula for this post is according to the percentages that the two largest groupings in parliament will have. The new Constitution, which is rapidly approaching referendum, no longer provides for two deputy speakers, as has been the case until now. On page 2

The proposals for conflict resolution are stealing

"Now they have no value whatsoever" INTERVIEW / Speaks the Political Adviser of Josipin[?] Kosovo, decide you TIRANA - The proposals made for resolving the Kosovo issue have expired and no longer have any value, according to Hysen Matoshi, Political Adviser of Josipin[?] Kosovo. Since Belgrade broke off the conference version, Kosovo Albanians were deprived of the opportunity to take part in a solution. In fact, the problems have now closed in the field of armed conflict. Matoshi presents all the earlier variants as expired and insists that any solution can come only from military intervention. He refers especially to the role of the USA and NATO. Matoshi believes that bombings against Serbian forces and the creation of an international civilian administration are the prerequisites for a fair agreement. On page 7 Contact Group
