TIRANA - Some of the highest-ranking officials of the Ministry of Public Order and the SHIK have cooperated with criminal elements and traffickers, according to an investigation initiated by the prosecutor’s office. The examination of the activities of the former leaders is focusing on possible cooperation with smuggling and organized groups. Part of the investigation is linked to the events of the unrest and to police officers who acted against the law.

TIRANA - Former Vlora police officer Arsim Shkullaku has accused former deputy minister Agim Shehu of having collaborated with the law-enforcement forces and SHIK structures in the killing of Azem Hajdari[?] / Rustemi[?]. In his testimony before the prosecutors, Shkullaku claims that Shehu was aware of police operations during the spring of 1997 in Vlora.
