Prison revolt: police had a hand in it
Four guards held
The unfortunate guards are the only ones suspected of the cell disturbances
TIRANA - “One of the police officers on duty in Unit 313 may have been the first to join the remand prisoners’ rebellion,” sources at the Ministry of the Interior said yesterday. According to them, recent events raise suspicions that the police collaborated with their own people. Meanwhile, the Tirana Military Prosecutor’s Office has brought criminal proceedings, while the four police officers on duty on the night of the revolt have been detained on charges of “failure to comply with service regulations”. Prosecutors will also investigate the destruction caused inside the high-security unit, for which the imprisoned protagonists of the revolt may be held responsible.
They are from Shkodra and were arrested following the recent events in that city. “It is easy to establish whether or not the police officers on duty are guilty, since they know very clearly what their duty is. This concerns internal regulations, violation of which leads to such consequences,” the prosecutors say.

Berat in mourning: Five victims of terror buried
THE CITY STILL UNDER THE WEIGHT OF BLOOD
BERAT - Berat buries five victims of terror. At least 25 people attended the funeral ceremonies, while all 18 schools in the city held no classes.
Most shops were closed and the streets were deserted. Large numbers of police forces patrolled the city and checked all its surrounding areas. The two bandits who were captured have been taken to Tirana, while the third is in the city morgue. It is thought that he may be a member of Gaxhai’s gang.

THE SIEGE OF SHKODRA IS LIFTED
SHKODRA - The state of emergency in Shkodra has been lifted. The city, tormented by terror and its violence, seems to want to show that it has great strength and can quickly recover.
Thus, Prefect Licaç, after a lengthy consultation with the administrative council, made the decision. Meanwhile, the damaged state institutions continue to bear the brunt of the damage, but at the same time are restoring life to the badly vandalized premises. Aid has arrived from the central government, including computers and other office equipment. Schools have operated normally in Shkodra, as has the University. Shops are open and providing the same services as a week ago, but the destruction at the heart of Shkodra has brought the northern city much sadness and impoverishment: material, but even more so, spiritual.

Nano takes Berisha to task: “I will no longer forgive”
TIRANA - Nano takes Berisha to task. “I will no longer tolerate it.” This was the harsh message delivered yesterday by the Albanian prime minister. At a meeting with his subordinates in the government cabinet, the head of the executive launched attacks against his political opponent and the Democratic Party. “The DP is the breeding ground of crime and the knife in the back,” Nano declared, returning to the events in Shkodër and publicly asking who their real instigators had been. In Prime Minister Nano’s view, this is an event for which politics, too, must pay the bill for its crimes and for the support it will give to crime in the future. The head of government sent ominous signals, warning of a gloomy forecast for the largest parties of the Albanian opposition.

TIRANA - The measure of detention in prison has been ordered for those detained in Shkodër. The dire condition of Prison 313 has forced prosecutors to consider the security measure in their absence. The security measure has been imposed in absentia on the nine people detained a few days ago at the Bahçallëk Bridge. Frangjesk Kola, Epein Gruda, Ridvan Guri, Alban Hebovija, Halit Kroni.

The man from Shkodër will now run the prisons
SURPRISE DECISION
TIRANA - Mit’hat Havari has been appointed head of the General Directorate of Prisons.
Following a proposal by Minister Kondit, this candidacy was also approved by the Prime Minister’s Office. The new director is taking up the post while the country’s most important prison lies in ruins.
A few hours after the uprising at Prison 313 was resolved, a new head of the prisons was appointed. The Minister of Justice decided to propose Mit’hat Havar[in?] for the directorate under his authority. A few minutes later, the proposal was submitted to the Prime Minister’s Office. The iron hand of the former police director was approved without any problem by the country’s number one official. Yesterday, Havari was introduced to his new colleagues. During his career, the head of the prisons has experienced many ups and downs. Havari initially began his career as a military officer at the Elbasan Police [Commissariat?]. He was later transferred to a post at the Ministry of the Interior. His specialization in London brought him no great benefit. A few months after returning, he was discharged, caught up in the Meksi Government’s reform. A few months after the June 29 elections, Havari was appointed police director in Berat. After several months of efforts to restore order in the troubled city came his new appointment. As the number[?] one official of the police directorate in Shkodër, Havari became known in the press. Following the attack on the police and terrorist acts in the northern city, he was dismissed by decision of the Prime Minister. His time on standby lasted only a few days. Nano’s signature placed him in the leadership post of the prisons.
He takes up this post at a difficult time for the prison system. Section 313, the most important prison in the country, now lies in ruins after the recent uprising by 300 prisoners. Many of its cells had only just been rebuilt.
