It happened in the Ministry of Defence and the names of those responsible are now public. A recent report by the State High Audit Office, submitted to the Prosecutor's Office yesterday, denounces misuse of funds and illegal transactions by former Defence Minister Safet Zhulali and his predecessor, Perikli Teta. The report refers to the period October '92 - September '97. According to the document, only some of the arms orders made through direct buying and selling, without tender, caused economic damage amounting to 9 million USD. The analysis of the State High Audit Office includes the financial operations related to the Ministry of Defence's relations with foreign and domestic companies, as well as the way payments were made.
