Lately, if one opens a newspaper and leafs through it, one notices separate statements by expert groups of the EURALIUS mission, the PAMECA mission, other missions of the European Community, the Organization for Security and Cooperation in Europe, etc., organizations assisting Albania in reforms in legislation, public order and public administration. The missions of these expert groups are supposed to be advisory, assisting and monitoring. At least that is what has been said. But from what is being observed, these missions are behaving like homeroom teachers of Albania, telling it where to step and where not to step. As an example, one may cite the latest statement of the representative of the EURALIUS mission, Mr. Kars Koks, regarding the process of ratifying the president's pact with the opposition in Parliament. Mr. Koks declared that ratification of this pact is done by three-fifths. However, he seems to be acting more like a political tutor than a specialist. Since, according to the current Constitution, the opposition is not obliged to vote for such a political pact, and because this issue is entirely in the will of the deputies. The opposition may refuse to vote for ratification of the presidential pact, because this pact in itself has no legal obligation. The EMN, instead of dealing with legal instruction, often issues statements of a political nature and gives itself the right to direct political processes in the country. This is unacceptable.
