Misionet e këtyre grupeve të ekspertëve parashikohen të jenë këshillimore, asistuese dhe monitoruese. Të paktën kështu është thënë. Por, nga sa po vërehet, këto misione po sillen duke u sjellë si mësuese kujdestare të Shqipërisë, ku shkel e ku nuk shkel.
