Andi Bejtja Timur Rrusta-Malokuese has intrigued dozens of analyses: the granting of the KLA, what this group, created so quickly on the eve of the Rambouillet-Milošević Conference, actually represented. For the first time, the KLA was being given a serious political offensive at the negotiating table. Up to that point it had been treated as an armed force with no real political role. Many have considered the Rugova Group and some circles close to the LPK, as well as certain other individuals linked to the old structures of the Albanian state before 1990, to be the creators of this force. However, recent developments have provided a clearer picture. This picture shows that this appointment and this political contract for Kosovo, on the eve of a possible war, would be made in Tirana with the blessing of several important Albanian and international factors. If there is to be an imposed settlement in Kosovo, it will need a political entity to implement it. This is precisely where the KLA comes in as a structure that must assume political responsibility. For this reason, the clash between Rugova’s wing and the KLA has been more of a struggle for legitimacy than for territory. In this panorama, the Albanian government and certain international circles are seeking a Kosovar party capable of signing and bearing the burden of implementation. This is also why meetings, consultations, and contacts have intensified precisely now, before the form of the talks is decided. If this scheme succeeds, then Kosovo enters an entirely different political phase, in which the pre-war contract may also determine its post-war fate.
