Skifter It has been a month and a half since Albanians have had their Constitution on paper, but in practice it is not felt at all. Taking advantage of every political circumstance, former Republican Party leader and chairman of the Parliamentary Foreign Affairs Committee, Sabri Godo, managed to include Article 41 in the Constitution, which says that property is recognized only when inherited or purchased. Perhaps this is the first time in the entire history of the East that a left-wing coalition in power has approved a Constitution in which property is recognized in its most right-wing form—but, so far, only on paper. Some of those who voted for the Constitution did so not only in support of the Socialists or against Sali Berisha, but also in favor of this article, which, after all, must be implemented to the letter. After the Constitution’s approval, the real battle over property begins, along with the conflicts. First, the repeal of Law No. 7501 of 1991 is urgent; under it, property is divided per capita according to Marxist-Leninist principles. Second, the state must begin clearing occupied lands and, at the same time, annul all recent laws on privatization. The battle over property is not only a battle of interest to former owners or to those who have wrongfully taken other people’s land. It is also a test that will show how seriously the current government has taken the implementation of the Constitution.
