Sokol BALLA The move toward government by citizens seems to have been something like that, somewhere between a tent and the government palace. Between the informal and modernity, a government that, surprisingly, on the eve of the 100th anniversary of the capital, failed to undertake a single serious initiative to give at least a minimal structure to the center of Tirana, while at the same time being ready to raise a government building made of wood. The center of the capital, since the beginning of the century, has undergone an aesthetic and urban metamorphosis, until by the end of the 1930s the vision of the future of central Tirana had turned into a clear project. In such a difficult period for the Albanian state, it seems to be struggling, moving from a reduction of the month in the government hut to an agreement on the sign that will be placed on the wall. Power today, after 8 and a half years spent by inertia, has returned for the second time to the center of the capital. For the second time it has decided that it will build Tirana's center from scratch. But entirely on its own. And with it, it has also taken the budget. When a capital decides to have a government building and a tower to house several government offices, in a sketch that looks like a dog's shelter, any notion of civilization loses its meaning. From the day the government first made public its model for a tower, with a low roof and small windows, it was felt that a provincial building taste was being legalized. To have the eye to understand what has been missing in the center of Tirana is one thing; to build something that further disfigures it is another. The architecture of power is not just a matter of style. It expresses the way a regime sees itself and the citizen. If the government chooses wood and a barrack, then the message is the same: transience, lack of seriousness, and mockery of the city. Talking about urban planning is not a luxury. Talking about Tirana is an everyday necessity. The capital cannot remain hostage to improvisation, to the desire for spectacle, and to the lack of a long-term vision. In the end, the burden is not only on the building, but on the state culture that produces it.
