Rugova in Tirana today
BREAKING NEWS / ITALY MAKES THE VISIT POSSIBLE
Ibrahim Rugova will come to Tirana on Monday to convene the cabinet. But first, upon his arrival at Rinas airport, he will meet with Prime Minister Majko. After that, the LDK chairman will be housed in the former Italian embassy residence, where he will also hold official meetings with representatives of the Albanian government. The meeting with the President of Italy, the U.S. ambassador, the charge d’affaires of the British mission and other representatives of the diplomatic corps will be organized under strict security measures. The provisional government of Kosovo, led by Bukoshi, is presented as the counterpart of Thaçi’s provisional government. In addition, Rugova’s entourage has asked that Albanian journalists in no way accompany the government aircraft with the Italian pilot all the way to Tirana.
Ibrahim Rugova was in Rome yesterday on a private and unofficial visit, a key argument that will serve the Italian government to justify the hospitality. Unlike yesterday’s summit in Cologne, Rugova limits himself to declaring that he condemns ethnic cleansing and that he stands in solidarity with the Albanians of Kosovo. However, he has not addressed the public in the Albanian language. More than the role of a symbol of unity, Rugova is being presented by the Italians in the role of head of the executive. Yesterday, following the meeting with the U.S. ambassador, this version was reinforced. Meanwhile, in the evening Rugova will meet with the President of Italy, Oscar Luigi Scalfaro. Although today he is accompanied by his family and by some of his former advisers, in order to formalize his entry into government there is still the issue of the resignation of Bujar Bukoshi’s government and the names of the ministers who will make up the future cabinet.

NATO’s and President Clinton’s determined resolve proved more powerful than the force of a negative passion, and if implemented soon enough, it can give hope for an end to the war in Kosovo. The same broad destructive goals that accompanied the flawed agreement, and that sought to undermine it, were already evident.
