For the Municipality

Edmond TUTJA I am not the biological parent of the “Municipality”. “Municipality”, I do not know where this word comes from in Albanian, but I think I can say that it must have something to do with the word “community”; in fact, from a rather administrative point of view, according to the dictionary of the contemporary Albanian language, “municipality” means, among other things, the self-governing body of a city with its surrounding area and its own administrative units. But taking the city as a starting point is precisely a narrow point of view. If we speak not from these starting points of the city, but of the unity of the plain and the hill and other undertakings, distorted, the self-governing body of a city with the arrangement of its assets and its lighting. (?) But in the city there exist precisely, in a community of people, if one tries to make a geometric analysis of the many cities, “bash” means “the front part of a ship, the front part of a house, together with shooting and other things”, which is the self-governing body of a city with its arrangement, cleaning, lighting, (?) But from the city this is precisely a narrow point of view. But from these starting points of the city, of the community of people, if we speak not from the starting points of self-government, but in a little world. But the thing is that they may be exactly those who need the old name, not made to be known for city taxes. And life for a settlement, from the administrative meaning, relationships of a city with its surrounding area and its own administrative units. However, not from the city precisely are a community of people, as these are common interests. But with the word “municipality” we understand, “a simple garment that a group of people have”, in the sense of “a simple garment that people have”, or, more broadly, mayor “who has completely broken off relations with others” (kaluaj derdh etc.) Continues on page 3
