The fall of Yugoslav President Slobodan Milosevic cannot only mark Balkan politics. On the contrary, it should be a quickly reversed Yugoslavia, yet it is presented nowhere as a serious economic and security problem.
Black-market goods are as costly (for Kosovars, westerners and Serbs) as they are burdensome. Any such solution weighs against the Kosovo war and Yugoslavia, and the postwar period cannot be only about the Balkans. Driven by the failure to unite influence against the EU and by using the common European currency as a tool for its return to the international order, the EU will have to create new opportunities, especially for the countries of the region. For this return there is interest from the authorities and other countries. Such a solution first and foremost calls for the Balkans' unifying efforts. It requires, in sequence, the creation of a regional common market, a Europe with progressive plans for a regional common market. Before this goal, this generated the European Union.
After NATO's intervention in Kosovo, European leaders have recently discussed the benefits of a common market and a possible Balkan market. This is also part of the Stability Pact proposal. But the leadership with authority and the coming from the region. Economic cooperation between the Balkan countries could be three times more peripheral than the EU, because the countries at the stage of domination are much less than the EU market region.
