Pluralism requires a new method of work
The movement of recent times in our country has made people speak and discuss more about the ideas of democracy, freedom, new uncompromising relations; in a word: pluralism.
They are saying in Albania that, at last, after a long period of a system that demanded uniformity of ideas and behavior, what for a long time has been dreamed of and desired by many people is being realized. In this understanding, it is entirely right and necessary for the Ministry of Justice to shed clearer light on the whole issue. Let people know what the paths followed are, as well as the possible responsibilities and what should be understood by pluralism.
In my opinion, the movements of these days have above all been a process of democratization, not something else. They expressed the aspiration of a part of the youth and of citizens for more freedom, for more open speech, for greater possibilities of choice. But pluralism in itself cannot be an end in itself; it is a means to improve social life, to increase civic responsibility, and to ensure people’s participation in decision-making.
For this reason, every person and every organization must clearly understand what it means to act under conditions of pluralism. It is not enough merely to say that one is for democracy. Democracy requires civic culture, honest debate, respect for the opinion of others, responsibility, and the ability to listen. If these are lacking, pluralism easily turns into noise, insults, confusion, and not into an instrument of development.
Temptation
To make new politics with old methods is impossible. To build new relations with old behavior is equally wrong. For this reason, the working style of institutions, organizations, leaders, and citizens themselves must also change. If we continue to behave as before, with orders, with imposition, with a lack of dialogue, pluralism will remain only a word.
Under the new conditions, work with people must rely more on argument than on formal authority. Monologue must be replaced by dialogue. Critical thinking should be encouraged, but at the same time responsibility for the word spoken and the action taken must be preserved. Only in this way can a new climate of trust be built.
In this sense, the role of political and social organizations also changes. They should no longer be structures that simply pass decisions from top to bottom, but environments where people are heard, where different ideas are worked through, and where conviction is formed through reason. This will take time, but it is the only way to move forward.
In the face of difficult situations, the temptation to return to old ways is great. But that would be a mistake. The hope opened by pluralism must not be extinguished by our inability to change ourselves. Change is not only in laws and structures; it is also in behavior, in language, in ethics, and in relations between people.
These are only some of the thoughts that arise before us today. Many things will become clearer with time. But one thing remains certain: pluralism requires a new method of work.
THE PARTY COMMITTEE OF THE DISTRICT PLENUM MET
On Monday, the 20th plenary session of the District Party Committee met, where in addition to the members and candidates of the plenary, secretaries of the basic party organizations of the districts, members of the bureau, and secretaries of the 10 PESHK, SHËNGJIN and PESHK-ARTHI JONI were also present.
Also present at the meeting were comrades from the party committee apparatus, as well as a secretary of the party committee of the Mirditë district, comrade GJIN BRAHIMI.
The plenary session was opened by the first secretary of the district party committee, comrade Pashk Luka, who analyzed the situation that had developed in our district during the last few days, unpleasant events that had occurred in the units of enterprises, stirred up by foreign propaganda, representatives of different strata, as well as by forces with anti-communist ideas, where future political parties with the most varied orientations find ground to propagate them. In the reports submitted before the plenary, such reports in our city are not presented until 8:00 p.m.
In the analysis that comrade Pashk Luka made, he expressed the view that if we had turned our face toward the people and had strengthened our ties with the masses, propaganda, with persuasive and explanatory work, perhaps some shameful phenomena would not have occurred. Such indicators as the stability of the economic situation, the absence of some undesirable coercive measures with its moratorium, all of these would have had a greater and more positive impact on this situation.
In this situation, among other things and from the very report of the political bureau, it is also necessary to explain better the responsibilities of whom and the relations for the party and the organization. Therefore it is necessary that work be carried out with momentum and mobilization to confront these conditions. Such was the place of the people.
Why did the newspaper “Koha jonë” not come out on the scheduled day?

20 February 1991, 8:00 a.m. At the “Mihal Duri” printing house, where the newspaper “Koha jonë” is published, a group of scouts, high school students, had arrived. A strike having been joined, the newspaper “Koha jonë” of Tirana was blocked. As a result, the printing of the newspaper was delayed as well. In the morning hours the newspaper offices were stormed to see what had happened. Immediate measures were taken to ensure the newspaper would appear. Many efforts were made, and with the help of some printing-house workers, part of the print run was managed to be printed.
Naturally, our newspaper’s printing house does not work around the clock.
21 February. After efforts were made to have the newspaper printed and distributed as quickly as possible, we were forced to write for this issue dated 21 February with only a limited number of materials. Most of the content was left for the next issue.
Nevertheless, some clouds are still visible on the horizon. Even today the shouts of the saboteurs and tear gas were heard. We were confused even at that moment. The people of our newspaper do not work, do not work. Around the clock.

And now it reaches the masses. And for this reason, seeing and hearing what has been said, I do not know how much to exaggerate how sensitively it is going toward what we have expected. Should the people be enlightened? A heated debate can guide some who have not been mobilized to face their tasks. Gather! Just think that clarity is being demanded of you.
For what the Ministry of Justice did, the party organization had only mentioned some irregularities and shortcomings, but did not uproot these at the root. Other indicators, they say, show how capable the communists are of facing situations, correspondingly, our time.
Results as a basis for the future
In the agricultural cooperative of Kallmet, the harvesting of the vine and fruits continues in the agricultural areas. In order to send the selling obligations as quickly as possible, in cooperation with farmers and specialists, additional manpower was needed. For this they formed teams and groups, and today they have begun work at a higher pace. The work indicators have shown improvement.
In this direction, measures have been taken to increase yield and ensure the plan.
