Lezha, as a manifest town in terms of geographic and economic position and especially for its tradition of the circulation of values, anticipated the present day. In the northern city and [?.] the first waves of discontent spread during a period that can be called the final decade of change in the effort to bring down the largest communist empire. The block of industrial enterprises[?] that Lezha has was among the first to display its crystallization and to exploit inherited grievances. [?.]
The pages of the daily press have also mentioned striking cases of revolt in Lezha against the lack of [?.] and criticism that existed at the local level. There are [?.] with them a clear line of protest in search of a freer and more democratic life.
Today's Lezha is far from the ideal created [?.], but it is an environment that still carries many contradictions of recent years. Speaking [?.] in the name of the citizens, the chairman of the district executive committee, comrade Ndoc [?.], has valued the tradition of the people of Lezha, while the issue publicly raised by journalist Frok Çupi has received special attention.

Or perhaps the dictator's evil ends only with him himself? Has our country inherited moral and political consequences also from his family?
These questions have often been asked, especially after the recent changes. Within this framework, this material was written, which tries to shed light on the role of the dictator's daughter and his wife in Albanian public life.

It has been over 4 months since the People's Council of the Lezhë district has functioned. As written in [?.] an article published on yesterday's page, we have a drawn-out [?.] of its activity. The explanations that are made socialist[?] are completely unacceptable and cannot justify the failure to convene the highest body of power in the district. The people's council, as an organ of direct representation of the masses, has been called into question for the very reason for its existence, because with its [?.] [?.]
In these circumstances it is necessary to make an analysis of the situation. Numerous questions have been raised about the relationship between the executive and the council, about concrete responsibilities, about the inability to make decisions, and about the need for a genuine reform of local government.
This state of paralysis has created distrust among citizens and has seriously harmed the pace of solving everyday problems. If this situation continues, the local government bodies will lose even more of their authority.
