On Monday, at 3:00 p.m., we were denounced by the newspaper trials. The parliamentary commissioner for the press, TV and information, whom we asked for clarification, noted this angrily. The chairman of the Committee and the deputy, Mr. Sali Berisha, Mr. xh, the city and Corridor mayor, and in the evening, the teacher failed to finish regarding the deception of KKUO, and merely described the newspaper «Koha Jonë» as all kinds of unnamed news, in a masked and similar fashion! As defamatory slander against this newspaper named «Koha jonë» was taking shape, we are obliged to explain the truth of this matter to the public fairly: Albania has won the right of three entries which have been given for the blockade with tritë. The most widespread upheavals of Europe lately require, Chairman of the Committee of Shame, Chairman of the Assembly Committee for Information of the American Information Agency.

Attempts to manipulate emigration have been ongoing, and this killing could be used to sow panic and hatred. If the Italian state has knowledge of the circumstances of this act, it must ensure full transparency. The Albanian public rightly expects immediate and impartial clarification. This is especially true when we are dealing with Albanian victims on foreign soil, where the moral and political responsibility is great. We state that so far we have received a great deal of information, but not enough to reach a final conclusion. However, silence and the lack of a serious investigation give weight to the suspicions. It is clear that if the real perpetrators and motives are not uncovered, the event will be used as propaganda by all sides. Other testimonies have also reached the newsroom, according to which some of the victims had had ties to the former structures of the Ministry of Internal Affairs. This circumstance makes a full verification of the event even more necessary. It cannot be ruled out that we are dealing with a deliberate operation to frighten Albanian emigrants and create tension between them and the Italian institutions.

At first we thought of publishing the project prepared for this purpose without comment. Then it occurred to us that it would be better to also provide a possible analysis of the importance of state control and what model should be followed in Albania. At the end of 1976, in UN Juris, a legal scientific journal, I published a piece on control in financial administration, also addressing the question of how state control should be organized. I believe that the article in question remains relevant today, because Albania is in a difficult period of transformation and needs strong, independent, and effective institutions. In order to avoid excessive concentration of control in the hands of a body that could be used politically, I think it is necessary to clearly define the powers, the method of appointment and reporting, as well as the relations with the Assembly and the government.
