THE WIRETAP IN THE MINISTRY OF FOREIGN AFFAIRS. SO FAR, A MYSTERY
KOSTAQ GJINOI, FORMER CHIEF OF PROTOCOL AT THE MINISTRY OF FOREIGN AFFAIRS:
- Ilir Boçka, former Foreign Minister and later a deputy minister who never returned, justified it by saying he did not find it in the equipment, something that the former deputy minister and current PD deputy Sali Shehu does not accept.
- Some time ago we published information about the wiretapping at the Ministry of Foreign Affairs, where some senseless actions and some names had come to light. Perhaps a conclusion was drawn too hastily, but in any case it must be said that the event has left an indelible mark.
- Two or three months ago a list circulated saying that new appointments would be made in this ministry, but that list was stopped. Then events took a different turn. Their course led to the replacement of the government and other changes.
- Precisely in the Ministry of Foreign Affairs, before the elections of 22 March, after the overthrow of the government of Vilson Ahmeti, much was said about a "wiretap". The initial data were unclear, but names and places where it might have been installed were mentioned.
- Our newspaper became interested in the issue and sought to hear the former chief of protocol of the MFA, Kostaq Gjinoi. According to him, he had knowledge of unusual movements, of decisions taken, and of inexplicable orders.
- A. Servani reported it to the chief of criminal police and through him to the employee of the Saudi Arabian embassy. He, called Ali, says he had been at his home in accordance with his duty. Later, he was questioned several times about the movements and the people who had entered the building.
- It is said that he saw doors being opened and closed in an unusual manner and that people unknown to the permanent staff entered the ministry.
- These statements have not been officially denied, but they have been discussed in offices and corridors.
- According to Kostaq Gjinoi, former chief of protocol, strange movements were taking place at the Ministry of Foreign Affairs. This was seen and felt especially in the days before the elections.
- On 28.6.1991 he had seen a device installed in the office of the Foreign Minister and then an unusual use of that equipment. An unknown person entered with a black suitcase and quickly left. This remained unexplained.
- He links this to the changes that affected the ministry’s structures and to the arrival of new people.
- On 21.1.1991, in the ministry’s premises, it was noticed that some of the telephone lines were working differently and that some devices had continuous noise. Unidentified technicians entered several offices. These actions raised suspicions.
- Mr. Gjinoi says he saw a person moving near the minister’s office with a black suitcase. He could not identify him, but remembers that he was accompanied.
- On other occasions he noticed changes in the equipment and was ordered not to ask questions.
- The prosecutor’s office has also taken an interest in the case, but so far without any public result.
- Is the wiretap linked to the political movements of that time and to the fall of the government? That remains to be clarified.

FINANCIAL POLICE SEIZES 32,400 US DOLLARS

These days, the Financial Police unit, according to information from the branch of the Ministry of the Interior, stopped Albanian citizen N. Spaçi, 33, on the Durrës ferry. In his handbag, 32,400 US dollars were found. It was then established that the money was seized, and during customs control and questioning at the prosecutor’s office, he declared that he had obtained it through commercial activity. The Financial Police unit in Tirana has forwarded the material to the prosecutor’s office, where further measures are expected to be taken.
For the financial police in the Fierzë district [?], this is the largest amount of money seized in 1992. The amount of 33,000 dollars seized two weeks earlier that year and the matter of the interested party is circulating quietly. For the investigators of the above offenses, a referral was made to the investigating authorities.
9,700 litres of wine and brandy stored in Tirana’s cold storage facility
In recent days, the Tirana financial police, in cooperation with customs, carried out an exceptional seizure, and 6,000 litres of wine, 3,700 litres of raki, and other items were found in the cold storage facility of a private entity. S.A. Later, based on the order dated 19.92 [?] by the Minister of Finance, the confiscation of the goods was transferred to the state. According to the same information, the goods are being administered on behalf of the state. They were not accompanied by official documentation and for that reason the appropriate measures were taken. After much effort and work by the financial police investigators, as it seems, the quantities of alcoholic beverages were found, amounting to around 700 containers for wholesale and retail sale. On the other hand, the customs authorities legalized the use of the cold storage facility for storing the goods, but apparently the proper tax had not been paid for them. On the other hand, delays in the investigations into the seizure of the drinks have meant that there is still no clear document regarding their value. At the same time, it is becoming apparent that other drinks have also been circulating on the market without being entered in the customs registers.
Departures or purges in PSD
These days, PSD has seen a series of withdrawals, replacements, and departures of several cadres in the districts. In the spotlight is Shkodra, where there was conflict over a leadership mandate and later a debate over the direction.
PSD chairman Mr. Arben Xhombi spoke about this issue in an interview, saying that there have been no purges in PSD, only necessary restructuring. According to him, the decisions were made in accordance with the statute and with the need to strengthen the party.
Meanwhile, the party’s former organizational secretary, Mr. M. Krra, has stated that this is an exclusion campaign and that some actions were taken without collegial decisions.
From the party base in Shkodra, there are signals that the management of the branch has been unclear and that some officials have been removed without convincing explanations.

In February of this year, a five-member inspection group verified the activity of the agricultural cooperative of Laknas. Among the inspectors from the Ministry of Agriculture was the former director of the cooperative, Mr. Diaver Bengasi, 39. He is accused of irregularities found during the inspection.
The former inspector of the Ministry of Agriculture has drawn up a report concerning the state of the cooperative, where many violations were found. In particular, abuses involving funds and the misuse of production were identified.
On 28.6.1991 the director of the enterprise was asked to present himself at the Ministry of Agriculture to provide explanations. Later, according to our sources, he was dismissed from his post. Strangely, he was then appointed as an employee in the State Control.
By what merit did this appointment happen? So far, there is no official explanation.
