ALBANIA BETWEEN EAST AND WEST

— Sold democracy — NËNTAN CEKA The democratic government led by Meksi is pursuing a policy that is dangerous for Albanian democracy. In foreign policy, it is following a servile course, submissive to pressure from various centers of power. It continues the previous line in orienting foreign policy toward the Adriatic of the East, without freeing itself from the mentality of the past. It is no coincidence that Albania’s first pluralist government was the unprepared government led by Bufi. Its appointment had an abnormal character and came as a result of compromise with the President of the Republic. When it was replaced by the government of Meksi, this was presented as a right-wing government, but in fact it proved to be a continuation of the previous governments. In domestic policy, the new government promised deep reforms, but in practice it has taken uncertain steps. Despite the hopes raised after the victory of the Democratic Party, many of the decisions made have been influenced by narrow political interests and not by the country’s real needs. This model of implementing reform has revealed major organizational weaknesses and a lack of seriousness. The absence of a clear vision for the democratic state and for the market economy is causing great disappointment in public opinion. (continued on page 2)

STATEMENTS BY MR. ARBNORI, BALËTA AND ÇELA IN SHËNGJIN

1 — "He selected good candidates from the PD, but we consider them unworthy." 2 — "As for the constituency, we think that Balli is better known, also because of its earlier tradition." 3 — "The Democratic Party, which has given so much to Albania, should not set aside its allies either." PËTËR ARBNORI 1 — "The Democratic Party will also support an independent candidate if he has the qualities of a democrat. They are sincerely anti-communist and have socialist or democratic culture." ABDI BALËTA 1 — "I believe that Balli is in favor of democracy and has decided to form a coalition with the Socialist Party." 2 — "The Socialist Party itself called itself social-democratic; it may change its name, but that will change nothing at all." 3 — "You can tell them to settle this matter themselves. We will only divide." 4 — "When the PS admits that it is gathering all the dishonest people and old anti-democrats, then yes." 5 — "As long as Ramiz Alia is there, democracy will have a hard time." EDMOND ÇELA Chairman of the Christian Democratic Party: 1 — "I think that the anti-communist unity of the political forces will create a front against the coalition of former communists hidden under the guise of social democrats or democrats. They are sincerely anti-communist and democratic." 2 — "I think that the coalition with electoral chances for the second round is the one formed by anti-communist forces." 3 — "Those parties that form coalitions with the PS or with democrats hidden under the social-democratic guise will lose the respect of the electorate and will give a political chance to the reformed forces of the former communists."
