She sat there in silence. “How are we supposed to make it?” she asked. And likewise for many other families, winter has arrived without warning and without a solution. In some damaged buildings, in unsuitable schools, and in temporary shelters, people are waiting for fate’s mercy. Tirana, more than any other city, with its homeless, has been hit by a winter that is not only cold but also unfair. And the question remains: where will these people stay in the cold? Is there a concrete answer from those who make promises? And if not, is this not a tragedy unfolding before our eyes?
