They were also brought before the accused because they had failed to take action against the foreign aircraft. According to the indictment, on the morning of August 21 this year, a Greek military aircraft departing from Corfu crossed the skies over Vlora and Saranda for about 40 minutes, dropping unconstitutional leaflets bearing the Greek national flag and calling “for a change of the system in Albania.” As soon as this aircraft crossed the Albanian air borders, the regional visual observation posts in Saranda and Gjirokastër relayed the alert to headquarters. But, according to military prosecutor Petrit Bici, the defendant Luan Bare, responsible for the V.K.Q command group in the capital, was on duty at the time and, even though he received the dramatic signal, did not order the pair of standby aircraft to take off; they could have intercepted the intruder. Meanwhile, the other defendant, Bedri Meta, a command officer in the V.K.Q Air Defense, “should have put the Air Defense units in the areas entered by the aircraft on alert No. 1, ready to fire.” Had the V.K.Q reacted, the pair of Albanian aircraft would have reached their “uninvited” Greek “colleague” within two minutes, making it possible to capture it. Or, in the worst case, destroy it with anti-aircraft guns. But the officers said they did not react because they had not received accurate information. “The first time we were told it was an Albanian helicopter, while the second time they said it was Greek, and we asked them to verify it,” Bare and Meta testified. The V.K.Q officers were arrested in the first days of September, about two weeks after the incident, on the charge of “violating guard-service regulations,” but during the investigation the original charges were changed to “abuse of office.” At the same time as their arrest, the Greek pilot Thoma Vraka, who had been flying the “rebel” aircraft, was also arrested by the Greek military justice authorities; unlike his Albanian colleagues, however, he was released from his cell to be investigated while at liberty.
