The five accused—four bankers and the former prime minister of the Government of Stability, V. Ahmeti—will soon appear before the court over Albania’s biggest financial scandal, at the center of which is a bill of exchange for US$1.6 million that vanished. The investigation has just been completed, and three days ago the indictment was delivered to the accused—A. Saliu, A. Tartari, Xhyheri, Ilir Hoti and Vilson Ahmeti. This time it is truly severe: “Appropriation of state property on a large scale.” Acting in concert with one another, according to the indictment, they appropriated US$1.2 million through the French citizen Nikolas Arsidi. The indictment also specifies an “attempt to appropriate the sum of 1.2 million dollars.” The investigation into “Arsidi” began at the end of January ’93, with the arrest of the two bankers Tartari and Saliu, followed by the former head of the provisional Government, V. Ahmeti, who was charged only with “abuse of office.” They were sentenced to 7 and 2 years in prison, respectively, but the appeal court overturned this decision and sent the case file back to the Prosecutor’s Office for further investigation. At this point, the background to the “Arsidi” story gained two other well-known figures: Xhyheri and the former governor of the Albanian Commercial Bank, Ilir Hoti. Meanwhile, the charge against the first three was also changed, and the five were charged with embezzlement.... In any case, according to P. Sanxhaku, the lawyer for one of the “Arsidi” defendants, the investigation’s findings are very weak. “The investigation has not managed to prove the accused’s guilt with convincing evidence,” he said.
