The background from the harsh regime of the communist era, with the Greek foreign minister as a driving force, shows that Athens seems to have set the course for liberalizing relations with Tirana. It has separated the file with the Greek side - according to the agreement on the repatriation of Albanian residents in Greece, with their government. In the Greek public and under the question of refusal, the government is entering negotiations in Athens before it has decided on the liberalization of this relationship.
Greek Foreign Minister Karolos Papulias and Albanian Deputy Prime Minister Rexhep Qosja[?] held a telephone conversation on the eve of the Bosnian summit taking place in Greece. This also means that on the eve of the Albanian-Greek crisis, important steps are being taken. It also comes with an appeal from the democratic and socialist parties in Tirana to begin their efforts to find a solution. According to the newspaper “Ta Na”, the Athens government will take “a very positive and important step in favor of the normalization of Albanian-Greek relations”.
Such a conversation is included today in the press comments, from which it emerges that Greek Foreign Minister Karolos Papulias is ready to pay an imminent visit to Tirana, at the invitation of his Albanian counterpart, Alfred Serreqit[?].
Albanian-Greek relations had suffered a rupture because of the implementation of the harsh events that followed the sentencing of five members of the OMONIA association, which would change responsibility and the measures for an agreement. But it seems that a solution has been found through the most important steps, after a coordination between the governments of the two countries and the necessary changes in their relations.
What this government is setting in motion through the preparation of decisions and the possible release of five Greek or Albanian citizens accused of anti-Albanian activity is significantly increasing the chances for a genuine rapprochement. This very rapprochement with Tirana is being considered as a sure factor in the normalization and expansion of contacts. The Greek minister may come to Tirana in the first days of January, according to the Greek press.
In Athens, the spokesman of the Greek Ministry of Foreign Affairs, Mr. [?] Venizelos, said that he would announce any such step as soon as it was formally decided. Asked by the Greek agency ANA how the Greek government was assessing the newspaper “Ta Na”, he said that its content was not unknown to Athens and that it “may also describe a more genuine interpretation of a situation that creates a new phase”.
He added that Greece, which wants to move forward on the path of normalization, has had no difficulty being one step ahead, as long as Tirana implements “its international obligations” on the issue of the Greek minority and the reinstatement of the rights of the convicted citizens.
As for bilateral relations, according to a front-page editorial in the latest issue of the Greek ultraconservative daily “Stokhos”, this is an action “on the part of Tirana to justify the interest of this government from trade-union pressures, political forces, as well as business”.
As a spokesman also declares, “soon, he will be in Albania at all”
