Failure in the Greek-Albanian talks

The talks between Foreign Ministers Papulias and Serreqi failed, stalling on the issue of opening schools for the Greek minority in Albania, requested by Athens but rejected by Tirana.
Late last night, at the end of another brief meeting between Papulias and Serreqi, the two ministers nevertheless tried to minimize the disagreements between Athens and Tirana. Our Foreign Minister stressed last night that “there are some problems in the field of education for the Greek minority, but these are not important and must be overcome.” According to Serreqi, “the legal system in Albania grants the same rights to all minorities, who enjoy the same education worthy of European standards,” and he then assured that “all children of minorities in Albania can follow the private education they wish in parallel with public education.”
Emphasizing that these problems are precisely about respecting the educational rights of the Greek minority in Albania, Papulias urged the Albanian leaders to “abandon narrow-mindedness” toward that community.
According to an informed Greek source, Athens makes the signing of the planned agreement for the legalization of around 150,000 Albanian emigrants conditional on the opening of public schools for minority members wherever members of this minority live.
By contrast, Albania proposes that Greek be included in teaching only as a second language and for 3-5 hours a week. As for the seasonal employment agreement, Mr. Serreqi said that although it was ready to be signed, Albania would act “as if it had already entered into force.”
The two ministers assured that they were in favor of continuing the dialogue and, according to our Foreign Minister, “the meetings in Athens were important, just as the good relations between the two countries are important.” Serreqi stated that the two countries are preparing the upcoming visit of the Greek head of state, Stefanopulos, during which a friendship treaty should also be signed. Asked about this meeting, Papulias said that the arrangements fall under the responsibility of the presidency of the Republic.
Serreqi’s visit, which arrived in Athens on Thursday and returns to Tirana today, was marked by a series of delays and cancellations. The signing of the agreement foreseen in the official program did not take place, yesterday’s talks, which according to Greek officials were supposed to last, were brief, and the press conference that was to follow was postponed. In the end it was canceled and the ministers preferred to make their statements separately.

TIRANA - The first day of work at the Court of Cassation, after the annual August holiday break, ended with the announcement of the trial date for Socialist leader Fatos Nano before the Plenum of this court. In ten days, just 24 hours after President Berisha’s meeting with Clinton in the USA, the file of the number one figure in the PS will be on the table of the 11 judges of the Plenum, in the central hall of the Cassation Court. Meanwhile, yesterday, surprisingly, unlike anything seen in previous judicial practice, the file, which is at the Appeals Court after Nano’s trial for the purpose of the entry into force of the new Penal Code, is sent toward the court of Tepelenë.
The trial for legal protection for Fatos Nano, after being interrupted on 26 July of this year, will continue this month. Yesterday, with the signature of the Director of Judicial Administration of the Cassation Court, Mr. Krenar Hadëri, at 15:00 the list of the first hearings for this month was announced by the Plenum of this court. Second on the list of those to be tried appears the name of the chairman of the Albanian socialists. 10:00 on the 12th of this month is the time set for the continuation of the trial for legal protection for Nano. The new Code of Criminal Procedure, which entered into force exactly one month ago, no longer provides for the Plenum of Cassation as a judicial structure, and at the same time there will no longer be trials for legal protection before it. Despite this, although the legal-protection case for Fatos Nano is an ongoing process, it will continue to be heard. This was also stated by the head of Cassation, Mr. Brozi, in his press conference. According to him, the decision to continue the trial of this case was taken by the Plenum of this court itself on 26 July of this year, with 9 votes in favor and 1 against, a decision that is mandatory to implement. In addition to this trial for legal protection, another process concerning Nano is also expected this month, again in this court. Only 10 days ago, the requests of the Socialist leader and his lawyers arrived at Cassation. This request concerns the continuation of Nano’s trial in this court after Tepelenë and the Appeals Court because of the entry into force of the new Penal Code. In the court of second instance, its prosecutor, Mr. Skënder Demiri, demanded the immediate release of the accused from prison, while the judges once again left him in the cells of Bënça. According to the judicial practice up to now, on the 21st of last month, when a full month had passed since the trial of this case and because the request for the third instance had also been ordered, the file from the Appeals Court should have ended up at Cassation. Not only on that day, but even now after a week, the file has not reached this court. Internal sources at the Appeals Court say that the “Nano” file has been sent to Tepelenë. According to jurists, it will take at least another two weeks for this file to return to Tirana.
