In this letter, the chairman of Human Rights Watch informs President Clinton about the human rights problems that exist in Albania. 20 years for the rapist of a minor

The 19-year-old soldier is in prison for raping a 9-year-old girl VLORË - The military court of Vlora has sentenced 19-year-old E.H. to 20 years in prison, accused of the crime of sexual intercourse by violence against a minor. The rape of the 9-year-old minor took place at the beginning of May, causing a shocking effect among citizens. Based on the results of the investigative file, the military prosecutor gave this picture of the circumstances of the event. “In the middle of the day on 4 May, 19-year-old E.H., a soldier in a military unit in Vlora, first lured the 9-year-old with childish words, then drew her up to the terrace of an apartment building where he committed the violent act...” It was the child’s parents who took her to the obstetric-gynecological hospital, where the forensic medical examination found marked physical injuries caused by the violent act, and at the same time the criminal police were mobilized and after a few days traced the aggressor.
