Brozi’s dismissal shows that Albanian politics is entering the phase of open totalitarianism, of neo-communism dressed in the shabby garb of Berisha’s democracy
In just four minutes, what had long been expected happened: the dismissal of the President of the Court of Cassation, Zef Brozi. Immediately after the announcement of the Constitutional Court’s decision, the PD parliamentary group met to discuss it, and the main issue was the Brozi matter after the Constitutional Court’s ruling.
At 6:30 p.m., the plenary session of the People’s Assembly was opened under the direction of Mr. Arbnori. He immediately read a letter from the President of the Republic addressed to Parliament, in which, following the Constitutional Court’s decision, Berisha asked Parliament to dismiss Brozi from all functions.

Yesterday’s day of political and executive confrontation between the authorities and the president of the Court of Cassation will remain in tomorrow’s history as the frightening line dividing the Albanian attempt at democracy from the force of power seeking to asphyxiate that current. Yesterday, people surely understood that the democratic principle was kicked aside. Yesterday the state’s Supreme Court was dominated by the uncontrollable anger of the head of state. For a society that has entered the democratic path, this is the greatest danger; from now on, anything can happen here.
As long as the government enters into conflict with and controls the activity of the Court of Cassation and its president, this means a deviation from the government’s role and its criminalization. Anything can be expected under such a government. As long as the President of the state does not become a guarantor of proper constitutional relations between the branches of power, as long as he does not heed the Western democratic signals concerning the conflict with the president of the Cassation, this shows that the most contemptible instinct is at work in the constitutional order. As long as the Constitutional Court, summoned unlawfully, is turned almost into a court of fact, this means that justice in the name of the people can be taken by the hand like a calf. As long as the Albanian Parliament, with only deputies from the ruling party, votes to dismiss the president of Cassation in four minutes, in complete secrecy from the other parliamentary groups, this means that the state’s legislative body can do anything under the spell of the One’s order. As long as the Court of Cassation is surrounded by police forces, wiretapped, suffocated and attacked, this means that the altar of the citizen’s justice is struck, while at the same time honors are paid at that altar to the head of state. Now the head of state is free to do anything, but the citizen is also free to expect anything. Chaos is at its peak at such a point.
Yesterday it was not only the president of Cassation who was hit. Yesterday the individual should have been most alarmed by what power was doing with the law. The immediate aim of political power was not to allow a direct ruling against the leader of the Socialist opposition, Mr. Nano; the aim is that dangerous judicial cases such as Arsidi, etc., should not fall into clean hands. In this way, comfort is created for corruption and injustice, and the current of justice is dimmed. At a time when Albanians are heading toward new elections, yesterday’s mockery with justice was the clearest signal that one should not wait for Albania to have a new parliament, untouched by this dangerous affair, a political class ready for democracy. At the same time, it was a signal that from now on, the individual and his freedom may expect anything. Who, from now on, is the guarantor of the individual’s freedom and justice?!

The trial against the president of the PAD assembly has begun
TIRANË - The 24-year-old journalist and president of the PAD assembly, Mr. Gjergj Zeifi, appears before the judges. The person against whom 8 criminal cases have been opened so far began yesterday to respond to two of them. Facing him were two names that are by no means unknown. The first was Prof. Bujar Hoxha and then the former chief of the Gjirokastër police station, who at the time of the Peshkëpi massacre, Ylber Mera. The judicial investigation has been completed and at the next hearing the prosecutor will announce the penalty sought. Arrested three weeks ago in Shkodër and transferred to Tiranë at the beginning of last week, Gjergj Zefi is accused of defamation. In the independent newspaper “Lajmetari”, where the 24-year-old had been editor-in-chief, on 23 September 1993 an article titled “B. Hoxha addresses Mehmet Elezi” was published, with the subtitle “A friendly letter to my old friend”. This article bears the signature B. Hoxha. The accuser of the editor who allowed this piece to be published was Bujar Hoxha. He claims that he was insulted and that the article is addressed in his name. He supports this with the facts presented, where B. Hoxha, the author of the article, turns out to be a cousin of Sabri Godo and Leka Toto and continues to work in the central state archive. The article also mentions a reply with Rexhep Qosja and Hysni Milloshi, in which the latter B. Hoxha declared, “I am a communist too, like you.” Zefi declared in court that it was the first time he had seen Bujar Hoxha. He possesses the handwritten original of the article sent to his editorial office by a person named Besnik Hoxha from Tiranë, who had also shown his passport for it. This case was opened last year in Shkodër, where it was later closed for lack of evidence of a crime. According to the journalist, there had been a phone call by the chief...
