Arlons Rons, executive director of the International Federation, speaks The International Helsinki Federation for Human Rights has called for new elections to be held in Albania as soon as possible. In a statement issued in Vienna, the Federation says that human rights violations before, during and after the two rounds of elections have seriously undermined free and fair elections and have clearly jeopardized the development of democratic institutions. The Federation says the violations were numerous, including voting by unregistered people, some people voting more than once, voter lists being manipulated, and the police exerting pressure and using violence. It says this calls into question the government’s willingness to obey the law. The Helsinki Federation also expresses concern about what it calls government control and manipulation of the media, chiefly state television. page 5
