Two tests for Brussels
Today in Brussels, the Albanian government is expected to turn into cash the political commitment expressed in Rome by 24 donor countries and 12 international organizations in order to help Albania. But for this government to be able to “distribute” to its citizens the anti-crisis 100-dollar note, it must first change the bad image inherited from the previous government. Prime Minister Nano must prove to the participants in his cabinet’s conference and reassure them that he is capable of properly managing the aid that will be given to Albania. On the tables of the delegations in Brussels, a statement from the American human-rights organization Helsinki Watch was distributed yesterday, calling for Albania to be helped, “but granting large amounts of aid without conditions would be a serious mistake. From 1991 to 1996, Albania received more aid per capita than any other country in Eastern Europe. The result was economic corruption and political bankruptcy,” the statement says.
For the international community, it seems the amount requested by Albania matters less than the fact that it must account to European taxpayers for what the money it gave was used for. The Albanian government must today remove the bad shadow it carries behind it and convince the donor countries at all costs that its projects are serious and that stories such as the pyramid schemes will not be repeated. In the next 12 months, the team leading the country will be under full scrutiny by international institutions, which will decide whether to help through emergency aid or through long-term financing that will strengthen the Albanian economy. Here begins the hardest task for Nano’s government, which must prove that it knows not only how to ask, but also how to deliver.
But in Brussels, Prime Minister Fatos Nano, who was imprisoned during Berisha’s regime, must also provide political guarantees. Shared coexistence in the division of responsibilities with the opposition is another condition demanded by the donor countries, so as no longer to fear Kalashnikov gunfire and waves of refugees. “The Brussels Conference will unlock this aid in exchange for Albania’s commitment to pursue national reconciliation, restore law and order, and stabilize the economy,” said a European Commission spokesman before the meeting. But while Nano will find it easier to convince the international community about the economic program he leads, when it comes to cooperation with Berisha, not everything depends on him. The result of the National Assembly of the PD, which was also in focus in Brussels a day before the Conference, alarmed the government over the use of violence and physical attacks, manipulation of state media, police files, imprisonment of justice institutions, etc. And above all, the resolution calls for new political solutions as the only real solution for Albania’s fate, which translated into Brussels simply means destabilization. In this context, a successful passing of today’s test by Nano, more than money, would confirm to Albanians the international trust and support for his government even after the elections of 29 June.
